City of Genoa City Council met May 8.
Here are the minutes provided by the council:
Mayor Brust called the meeting of the City Council to order at 7:03pm followed by roll call. Alderman Pulley, Freund, Braheny, and Hughes were present. Alderman Wesner, Stage, Winter, and Roca were absent. Quorum present with Mayor Brust also voting.
Mayor Brust led the pledge of allegiance.

CONSENT AGENDA
Alderman Pulley made a motion to approve of items 1-6 within the consent agenda, seconded by Alderman Freund. No further discussion. Alderman Pulley, Freund, Braheny, Hughes, and Mayor Brust voted yes. Motion carried.
1. APPROVAL OF THE MINUTES FROM THE APRIL 17, 2024, CITY COUNCIL MEETING
2. APPROVAL OF THE ACCOUNTS PAYABLES DATED APRIL 30, 2024
3. APPROVE AN ORDINANCE DELETING TITLE 10 OF THE MUNICIPAL CODE OF THE CITY OF GENOA
4. APPROVE THE PURCHASE OF MOBILE ECITATION SOFTWARE FROM EFORCE, NOT TO EXCEED $60,226
5. APPROVE A STATEMENT OF WORK AND THE PURCHASE OF BODY CAMERAS AND RELATED SOFTWARE AND EQUIPMENT FROM MOTOROLA SOLUTIONS, NOT TO EXCEED $29,264
6. APPROVE ILLINOIS DEPARTMENT OF TRANSPORTATION OBLIGATION RETIREMENT RESOLUTIONS FOR 2021, 2022, AND 2023
NEW BUSINESS:
DISCUSS EARTH CAM
After discussing Earth Cam at a previous meeting, City Administrator Seguss was able to get answers to some of the questions that the council had. There was a brief discussion on the answers but ultimately the council decided to table the discussion for a meeting where more aldermen would be present.
APPROVE A FAÇADE GRANT AGREEMENT WITH 304 W MAIN GENOA LLC, NOT TO EXCEED $30,000
The architect working with the new owner of 304 W Main came before the council to present renderings of what they envision the building to look like and what kind of improvements this façade grant would be going towards. Alderman Hughes made a motion to approve of the façade grant, seconded by Alderman Braheny. No further discussion. Alderman Pulley, Freund, Braheny, Hughes and Mayor Brust voted yes. Motion carried.
APPROVE THE CITY OF GENOA 2024 HOUSING STUDY
City Administrator Alyssa Seguss and Mayor Brust went through the results of the 2024 Housing Study that was completed for the City of Genoa. Alderman Braheny made a motion to approve of the study, seconded by Alderman Pulley. No further discussion. Alderman Pulley, Freund, Braheny, Hughes and Mayor Brust voted yes. Motion carried.
APPROVE STAFF, COMMISSION, AND BOARD APPOINTMENTS AS LISTED IN THE MEMO DATED MAY 6, 2024, FROM MAYOR JONATHON BRUST
Alderman Braheny made a motion to approve the staff, commission, and board appointments, seconded by Alderman Freund. No further discussion. Alderman Pulley, Freund, Braheny, Hughes and Mayor Brust voted yes. Motion carried.
FUTURE ITEMS FOR DISCUSSION – Alderman Hughes mentioned that he would like to see some sort of speed sign put up on Main Street. Mayor Brust explained that unfortunately, IDOT does not usually approve of any kind of flashing signage on 72 but they will ask if this is a possibility again. Chief Smith mentioned that cars have been parked on Boulder Ct where there should be no parking as it is disturbing to the other houses, so he is wanting to paint the curbs there yellow. This will be brought up at a future meeting.
DEPARTMENT REPORTS:
FINANCE:
None
PUBLIC WORKS:
Public Works Director Lucas Smith announced that the water treatment plant bid had been postponed as there was a grant opportunity that came up. Unfortunately, they did not receive the grant funding, but they are working on what they could’ve done differently for future projects. He also announced that the cured in place pipeline project was completed at the end of April. The downtown streetscape project will be starting the week after Genoa Days, and he is working on a presentation on the city fleet.
ADMINISTRATION:
City Administrator Seguss explained that they are currently working on their permitting and licensing software implementation. She also explained that they had applied for grant funding for the E Force software for the police department, so they won’t be expending any funds for the software until they know the results of the grant application. Background implementation of the software will start as soon as possible. Seguss then updated the council on the façade grants that are currently active including the State Farm building, 101 W Main, and 105 S Emmett.
POLICE:
Police Chief Smith told the council that the mock accident that they had at the high school went well. He explained that both new hires started at the academy on Monday and Officer Mike Walsh is now doing field training.
MAYOR:
Mayor Brust announced that the city will be cohosting a legislative event with Senator Chesney on June 18th. He also explained that the next city council meeting will be moved to May 22nd, and Police Chief interviews will be done during closed session that evening.

Motion to adjourn the meeting of the City Council was made by Alderman Pulley, seconded by Alderman Braheny. Voice vote was taken, all voted yes. Motion was carried. Meeting adjourned at 8:08pm.
