Village of Hinckley Committee of the Whole met June 10.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:40 PM. Roll call was taken showing the following:
Present: Trustees Sarah Quirk, Russell Kula, Michael Constant, Prickett and Klambauer. Quorum Established.
Absent: Trustee Steve Gayhart.
Also Present: Attorney Robert Kudlicki, Chief Gettemy, Treasurer Dave Maroo, Dale Youngers, Ceneca Wagner, Brandon Kramer, Bob Pritchard, and Members of the Public.
PUBLIC COMMENT
None.
GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from 05/28/24
Trustee Constant moved to approve the minutes from May 28, 2024, and Trustee Quirk seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Kula-Aye, Prickett-Aye, Klambauer-Abstain. Motion carried.
PRESIDENT’S REPORT
For Discussion: IT/Village Issued Laptops
Quirk stated that she would like Trustees to make their Village issued laptops available for annual security and maintenance updates. FutureLink will be available on Wednesday to access the devices remotely to provide required updates. Trustees can leave their laptops at the Village Hall, connected to the WiFi. Laptops can be picked up later in the week.

COMMITTEE REPORTS
Personnel
For Discussion: Employee Health Insurance Renewal
Quirk stated that there is an increase in premium to maintain the same levels of coverage. Klambauer stated that she will look into other options. Renewal is due August 1, 2024.
Public Safety
No report.
Streets & Alleys
Kula stated that he had spoken to Wagner who said that Fitzgerald Electric came out to inspect the streetlight at 531 Prairie View and would provide a quote for repair.
Buildings, Grounds & Parks
For Discussion: Tennis Court Reconfiguration, Basketball Court Resurfacing and Net Replacement Klambauer stated that the tennis court needs to be resurfaced and she is getting bids to convert one tennis court into a pickle ball court.
Water & Sewer
For Discussion: Source Water Protection Plan
Brandon Kramer provided copies of the final summary report. The full report is due to the EPA by July 26, 2024. Constant raised a question regarding the identification of Wells 3 & 5. The Board will review the report and provide feedback prior to the next meeting. This item will be on the next agenda for approval.
Finance & Economic Development
For Discussion: FY 2025 APPROPRIATIONS ORDINANCE NO. 2024-XX
Constant stated that this is for extra ordinary anticipated expenditures and will be on the next Committee of the Whole meeting agenda for further discussion. It will be on the July 8, 2024 Regular Board meeting agenda for approval and must be submitted to the County by the end of July. There was a discussion regarding some of the police department entries, including a new vehicle and part time payroll. Constant indicated that the numbers will be adjusted based on Gettemy’s input.
OPEN DISCUSSION
Ceneca Wagner stated that he contacted local auctioneer Mike Espe regarding the surplus public works truck. Espe charges an 8% commission. The truck could also be listed on a government auction website or via sealed bids. Wagner feels both of those options will generate a lot of phone call inquiries that he would like to avoid. Maroo asked if notice is required for a public auction and Kula suggested verifying the value of the vehicle and notification requirements.
Wagner stated that DeKalb Township wants to purchase the leaf vac for $3500.00. They have been using the leaf vac for the past two years under an equipment sharing agreement. All Trustees agreed to sell the equipment.
Kula stated that he had been contacted by Phillip from Safe Step regarding their sidewalk restoration services. There was discussion regarding the amount appropriated, the potential for a 50/50 cost sharing plan and the need to inventory all sidewalks in town.
Klambauer stated that she wants to look into a new building permitting company due to the issues regarding top of foundation checks on new homes being built. Kula stated that he and Prickett had met with B&F and felt that they were able to perform the necessary services. Klambauer is going to review the existing contract and look into new companies.
Klambauer stated that the Friday night street closure was a success for the local businesses and feels that the Village should do that more often to promote local establishments.
Dale Youngers stated that the 2-inch potable water line leak had been fixed at the water treatment plant.
PUBLIC COMMENT
Bob Pritchard stated that the Hinckley Historical Society NIU Steel Band concert will be on June 13that the community building. There will be another concert on June 27th.
ADJOURNMENT
Trustee Klambauer moved to adjourn the meeting at 8:29 PM and Trustee Prickett seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for June 24, 2024, immediately following the Regular Board Meeting.
