Village of Kingston Board of Trustees met Sept. 3.

Here are the minutes provided by the board:

1. CALL MEETING TO ORDER

President Lynch called the meeting to order at 7:00 p.m.

2. PLEDGE OF ALLEGIANCE

President Lynch led the Pledge of Allegiance.

3. ROLL CALL

Present: President John Lynch, and Trustees Dale Coughran, Brad Edwards, Joe Hengels, Howard Lyle, and Steve VanBuren

Absent:

Others in Attendance: Village Clerk Sandie Maahs, Police Chief Gerald Taft, and Village Attorney Kevin Buick

4. AGENDA ADDITIONS OR CORRECTIONS

Trustee VanBuren requested that ‘noise complaints for dirt bikes’ be added. Trustee Edwards requested that ‘DeKalb County Community Foundation Grant’ be added.

5. APPROVAL OF MINUTES

a. Approval of Minutes from August 19, 2024 Regular Board Meeting

Trustee Hengels made a Motion to Approve Minutes from August 19, 2024 Regular Board Meeting. Trustee VanBuren seconded the Motion. Motion passed on the following roll call vote:

Ayes: 4 - Coughran, Edwards, Lyle, VanBuren

Nays: 1 - Hengels

6. CITIZENS COMMENTS

Donna Allen shared concerns with noise from dirt bikes on South Rood Road. Chief Taft confirmed that complaints are not being received when a Kingston police officer is on duty and has requested videos with nothing received to date. Chief Taft will request the resident being discussed puts a muffler on their dirt bike. Trustee VanBuren shared how this noise is impacting the medical conditions of other residents. Ms. Allen submitted a document signed by other residents supporting action to be taken regarding the noise.

7. REPORTS OF OFFICERS

a. Police Department

Chief Taft discussed that the Village has been inundated with mental health and phone harassment calls recently. Chief Taft has received complaints regarding the noise issue on South Rood Road and has requested videos or a resident to sign a ticket.

b. Village Attorney

Attorney Buick shared that the DeKalb County Forest Preserve is purchasing the final land for the Genoa-Kingston trail and the installation of the trail and culverts should start before the end of the year.

8. OLD BUSINESS

a. Discussion on Property Maintenance (Updates and issues)

Trustee Hengels discussed that he attempted to reach out to B&F with no response but has seen some improvements on some parcels and none on others.

b. Discussion on Windhaven Subdivision Flooding/DNR Status

President Lynch confirmed that the Village submitted the information that Illinois Department of Natural Resources requested regarding the flooding in other areas of the Village and are waiting to hear back from them.

c. Discussion on vacating of Spring Street south of West 3rd Street

After discussions on watermain, vacating, road condition, snow removal, the Board came to the general consensus that they are not interested in vacating that section of road.

d. Discussion on water main expansion to River Oaks Subdivision

President Lynch discussed that the engineers estimate on the water main project to River Oaks Subdivision came in $600,000-$700,000 higher than the original estimate. President Lynch, Public Works Director Justin Kamp, and Village Engineer Scott Creech met to discuss options to reduce the cost of the project including reducing the size of the water main casing from 12” to 8” and instead of running the water main to Glidden Road, running the water main to River Road along Route 72 and then turn north to connect to the River Oaks Subdivision through Ryan Court.

9. NEW BUSINESS

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated September 3, 2024

Trustee Hengels made a Motion to Approve Warrant List for Items Over $500.00 dated September 3, 2024. Trustee Lyle seconded the Motion. Motion passed on the following roll call vote: Ayes: 5 - Coughran, Edwards, Hengels, Lyle, VanBuren Nays:

b. Discussion and possible approval of Ordinance No. 2024-05 - An Ordinance Amending Chapter 22, “Buildings and Building Regulations,” in the Kingston Municipal Trustee Coughran made a Motion to Approve Ordinance No. 2024-05 - An Ordinance Amending Chapter 22, “Buildings and Building Regulations,” in the Kingston Municipal. Trustee Hengels seconded the Motion. Clerk Maahs discussed that the permit rates are less than the amount being charged by B&F, and the ordinances before them will move the building permit fees to the annual fee ordinance and set the fees at a rate to match B&F’s current fee schedule. Motion passed on the following roll call vote:

c. Discussion and possible approval of Ordinance No. 2024-06 - An Ordinance Establishing Fees, Charges, Fines, Penalties, and Other Regulatory Measures (Annual Fee Ordinance) Trustee Hengels made a Motion to Approve Ordinance No. 2024-06 - An Ordinance Establishing Fees, Charges, Fines, Penalties, and Other Regulatory Measures (Annual Fee Ordinance). Trustee Coughran seconded the Motion. Clerk Maahs discussed the administrative fee change from a set amount to a set percentage. Motion passed on the following roll call vote:

Ayes: 5 - Coughran, Edwards, Hengels, Lyle, VanBuren

DeKalb County Community Foundation Grant

Trustee Edwards shared that the Village received the Community Economic Development Implementation Grant from DeKalb County Community Foundation in the amount of $31,000 to be used on the new sidewalk/bike path.

Trustee Hengels made a Motion to Adjourn. Trustee Coughran seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:36 p.m.
