City of Naperville Liquor Commission met Sept. 19.

Here are the minutes provided by the commission:

A. CALL TO ORDER:

Mayor Wehrli called the meeting to order at 3:05 p.m.

B. ROLL CALL:

Staff Present: Shebnem Ozkaptan, Budget and Administrative Manager; Detective Marty Creighton, Liquor & Tobacco Liaison, Naperville Police Department; Kristen Toberman, Senior Assistant City Attorney; Melanie Marcordes, Director Community Services Department

Present 6 - Steve Chirico, Kelly Douglas, John Koranda, Ray McGury, Anthony Signorella, and Mayor Scott Wehrli

Absent 1 - Mitch Stauffer

C. PUBLIC FORUM:

D. OLD BUSINESS:

1. Approve the regular Liquor Commission meeting minutes of April 4, 2024

A motion was made by Chirico, seconded by Signorella, approved. The motion carried by the following vote:

Aye: 6 - Chirico, Douglas, Koranda, McGury, Signorella, and Mayor Wehrli

Absent: 1 - Stauffer

E. NEW BUSINESS:

1. Consider Miskatonic Brewing Company’s Growler Permit text amendment request

Josh Mowry, President and owner of Miskatonic Brewing Company presented to the Liquor Commission. Miskatonic Brewing Company is seeking a text amendment to the Growler Permit ordinance to allow a licensee that is a specialty manufacturer in the State of Illinois to sell fully-sealed alcohol that is manufactured and packaged by the licensee.

The Liquor Commission approved to send the recommendation to the City Council for approval.

A motion was made by Douglas, seconded by McGury, approved and referred.

The motion carried by the following vote:

Aye: 6 - Chirico, Douglas, Koranda, McGury, Signorella, and Mayor Wehrli

Absent: 1 - Stauffer

F. REPORTS:

1. Receive BASSET statistics for August 2024

Detective Creighton presented the BASSET statistics for in-person and online classes for August 2024:

47 in-person

12 online renewal

2. Receive the DUI reports for July and August 2024

Detective Creighton presented the statistics.

3. Receive the Liquor Concept Committee Report

Shebnem Ozkaptan presented the liquor concepts for the month of August.

G. EXECUTIVE SESSION:

H. ADJOURNMENT:

A motion was made by Koranda, seconded by Douglas, to adjourn the Liquor Commission meeting of September 19, 2024 at 3:20 p.m.. The motion carried by a unanimous vote.
