Village of Hinckley Board of Trustees met Sept. 23.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Michael Constant, Alyssa Prickett, Russell Kula, Jennifer Klambauer. Quorum established.

Absent: Steve Gayhart.

Also Present: Attorney Tait Lundgren, Treasurer Maroo, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: September 9, 2024, Regular Board Meeting Minutes

Trustee Kula moved to approve the minutes from September 9, 2024, and Trustee Klambauer seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Constant-Aye, Prickett-Aye, Kula-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Prickett moved to approve the invoices as presented and Quirk seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Prickett-Aye, Kula-Aye, Klambauer-Aye. Motion carried.

PRESIDENT’S REPORT

Quirk stated that the Homecoming Parade is Friday and asked which Board Members would be joining her to represent the Village. Prickett agreed to meet Quirk at the police truck for the line up at 4:45pm.

The Fall Festival will be October 12, 2024. The HBR PTO will join the Hinckley Business Association this year to help with happenings.

ENGINEER’S REPORT

No report.

TREASURER’S REPORT

Maroo provided an overview of the monthly treasurer’s report. He suggested that the Board start planning (this year) for the MFT roadwork desired for 2025 CY.

COMMITTEE REPORTS

Public Safety

No report.

Finance and Economic Development

For Discussion/Approval: FY2024 Audit

Treasurer Maroo reported that the Village (again) received a clean report. Constant stated that the Village has completed a lot of infrastructure projects as funds have allowed with little issue and great success, as a result of efforts from the Treasurer. The Board thanked Maroo and Constant for all the hard work they put into the audit. Constant moved to accept the FY2024 audit as presented, and Quirk seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Prickett-Aye, Kula-Aye, Klambauer-Aye. Motion carried.

Streets & Alleys

Kula stated that he spoke to EEI about the list of streets to be reviewed this fall. He asked Board members to provide their input, and he will tally the results and share with EEI. Constant suggested that Kula consult the existing “street priority” list as a starting point. Prickett suggested that Kula also cross reference the lead line replacement list to make sure that roads targeted for improvements are not also on the lead line list.

ADJOURMENT

Trustee Klambauer moved to adjourn the meeting at 7: 12 pm and Constant seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on October 14, 2024.
