Village of Kingston Board of Trustees met Oct. 7.

Here are the minutes provided by the board:

1. CALL MEETING TO ORDER

President Lynch called the meeting to order at 7:00 p.m.

2. PLEDGE OF ALLEGIANCE

President Lynch led the Pledge of Allegiance.

3. ROLL CALL

Present: President John Lynch, and Trustees Dale Coughran, Brad Edwards, Joe Hengels, Todd Holman, Howard Lyle, and Steve VanBuren

Absent:

Others in Attendance: Police Chief Gerald Taft and Village Attorney Kevin Buick

4. AGENDA ADDITIONS OR CORRECTIONS

Trustee Hengels requested that ‘Regional Planning Commission’ be added to the agenda. President Lynch requested the ‘Meetings with Representative Tony McCombie and Senator Andrew Chesney’ and ‘Letter from Illinois Department of Transportation’ be added to the agenda.

5. APPROVAL OF MINUTES

a. Approval of Minutes from September 16, 2024 Regular Board Meeting Trustee Hengels made a Motion to Approve Minutes from September 16, 2024 Regular Board Meeting. Trustee Lyle seconded the Motion. Motion passed on the following roll call vote:

Ayes: 6 - Coughran, Edwards, Hengels, Holman, Lyle, VanBuren

7. REPORTS OF OFFICERS

a. Police Department

b. Village Attorney

Attorney Buick discussed the state requirements to update outdated building codes. Trustee Hengels will work with Attorney Buick on the building codes.

e. Village Treasurer/Village Clerk

8. OLD BUSINESS

a. Discussion on Property Maintenance (Updates and issues)

Trustee Hengels is working with B&F to bring the outstanding violations to the adjudication process.

b. Discussion on Windhaven Subdivision Flooding/DNR Status

President Lynch confirmed that the Village has not heard back from the Illinois Department of Natural Resources since submitting the information requested by them.

c. Discussion on water main expansion to River Oaks Subdivision

President Lynch shared that he has not heard any updated costs since the main locations were changed.

9. NEW BUSINESS

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated October 7, 2024

Trustee Coughran made a Motion to Approve Warrant List for Items Over $500.00 dated October 7, 2024. Trustee VanBuren seconded the Motion. Trustee Hengels confirmed the work done by Anderson Excavating and Metropolitan Industries. Motion passed on the following roll call vote:

Ayes: 6 - Coughran, Edwards, Hengels, Holman, Lyle, VanBuren

Regional Planning Commission

Trustee Hengels reviewed the information from the September Regional Planning Commission meeting and the presentation by Dean Johnson, DeKalb County Watershed Coordinator. Trustee Hengels and Attorney Buick discussed current regulations of solar farms. Trustee Hengels shared the benefits of Kingston being a member of the Regional Planning Commission.

Meetings with Representative Tony McCombie and Senator Andrew Chesney President Lynch attended a luncheon hosted by Representative Tony McCombie to receive an update on bills that are pending in the house. President Lynch met with Senator Andrew Chesney to discuss funding of mandated projects and the condition of the railroad crossing on Glidden Road.

Letter from Illinois Department of Transportation

President Lynch shared a letter received from the Illinois Department of Transportation regarding projects to replace of box culverts in the Kingston area from 2025-2030 and the walkways that may be impacted by the projects.

The Board requested that Public Works Director Justin Kamp attend the Village meetings.

11. ADJOURNMENT

Trustee Lyle made a Motion to Adjourn. Trustee Edwards seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:28 p.m.
