1. CALL MEETING TO ORDER
President Lynch called the meeting to order at 7:00 p.m.
2. PLEDGE OF ALLEGIANCE
President Lynch led the Pledge of Allegiance.
3. ROLL CALL
Present: President John Lynch, and Trustees Dale Coughran, Joe Hengels, Todd Holman, Howard Lyle, and Steve VanBuren
Absent: Trustee Brad Edwards

Trustee Hengels made a Motion to Approve the Omnibus Vote Agenda. Trustee VanBuren seconded the Motion. Motion passed on the following roll call vote:
Ayes: 5 - Coughran, Hengels, Holman, Lyle, Van Buren
Nays:
Absent: 1 - Edwards

a. Discussion on Property Maintenance (Updates and issues)
Trustee Hengels shared that four of the five outstanding property maintenance complaints will be moving forward with adjudication.

c. Discussion on water main expansion to River Oaks Subdivision

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated October 21, 2024
Trustee Coughran made a Motion to Approve the Warrant List for Items Over $500.00 dated October 21, 2024. Trustee Lyle seconded the Motion. Motion passed on the following roll call vote:

b. Discussion and possible approval of Resolution No. 2024-16 - A Resolution Ratifying and Approving an Agreement between the Village of Kingston and Prevision Drive and Control, Inc.
Trustee Coughran made a Motion to Approve Resolution No. 2024-16 - A Resolution Ratifying and Approving an Agreement between the Village of Kingston and Prevision Drive and Control, Inc. Trustee VanBuren seconded the Motion. Motion passed on the following roll call vote:
Ayes: 5 - Coughran, Hengels, Holman, Lyle, Van Buren

c. Discussion on building code update
Trustee Hengels and Attorney Buick discussed that the Village is currently using the 2006 building codes and that the state is requiring municipalities to move to codes within nine years before January 1, 2025. Attorney Buick and Trustee Hengels will work to prepare a draft ordinance for the next meeting.

Trustee Coughran made a Motion to Adjourn. Trustee Holman seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:24 p.m.
