DeKalb County Forest Preserve Operations Committee met Oct. 24.

The Forest Preserve Operations Committee of the DeKalb County Board met at the Legislative Center’s Freedom Room in Sycamore, Illinois on Thursday, October 24, 2024. Chair Roy Plote called the meeting to order at 6:03pm. Those Members present were Vice-Chair Mary Cozad, Meryl Domina, and Stewart Ogilvie. A quorum was established with four Members present, three absent.
Forest Preserve Superintendent Terry Hannan was also present.
Terri Mann-Lamb and Ben Haier were absent at the time of the Roll Call and arrived at 6:15pm and 6:20pm respectively.
APPROVAL OF THE AGENDA
Vice-Chair Cozad brought forward an incorrect wording in the packet material for Ordinance FP-O2024- 01. Under Section 4, the wording “Fifty Two Thousand Dollars” should be written as “Fifty Six Thousand Dollars” to coincide with the amount in parenthesis ($56,000).
Domina moved to approve the agenda as presented. Ogilvie seconded the motion and it was carried unanimously.
APPROVAL OF THE MINUTES
It was moved by Cozad, seconded by Ogilvie and was carried unanimously to approve the minutes of the September 26, 2024 Forest Preserve Operations Committee Meeting.
PUBLIC COMMENTS
There were no public comments.
PUBLIC HEARING
A Public Hearing was called to obtain public comment and consider the proposed property tax levy and Fiscal Year 2025 Budget for the DeKalb County Forest Preserve District. Detailed information regarding the proposed property tax levy can be found in Ordinance FP-O2024-01.
Chair Plote opened the Public Hearing at 6:06pm.
There were no members from the public present and, hearing no comments, Chair Plote closed the Public Hearing at 6:07pm.
ORDINANCES
Ordinance FP-O2024-01—An Ordinance of the DeKalb County Forest Preserve District Providing for a Tax Levy 2024 for FY2025.
It was moved by Cozad, seconded by Ogilvie and it was approved unanimously by voice vote to forward the Ordinance to the full Board of Commissioners recommending its approval.
Ordinance FP-O2024-02—An Ordinance of the DeKalb County Forest Preserve District Providing an Annual Appropriation.
It was moved by Domina, seconded by Ogilvie and it was approved unanimously by voice vote to forward the Ordinance to the full Board of Commissioners recommending its approval.
PRESENTATIONS / DISCUSSIONS
Hannan reported the 18th year of the “Jeff’s Trees” planting project at Potawatomi Woods was a huge success on Saturday, October 12, 2024. DeKalb County Forest Preserve District staff and volunteers planted a large donation of trees and shrubs and a memorial bench in honor of Jeff Arnold.
Hannan informed the Committee the DCFPD closed on the Douglas Adkins property as part of the Genoa to Kingston Trail. Two culverts will be delivered and installed soon to complete the creek crossings.
EXECUTIVE SESSION
Mann-Lamb moved to enter into Executive Session for the purpose of discussing Land Acquisition per 5ILCS 120/2(c)(5) at 6:18pm. Cozad seconded the motion. Those voting yea were Cozad, Domina, Mann Lamb, Ogilvie, and Chair Plote. None were Opposed. Motion carried unanimously.
The Committee entered back into their Open Meeting at 6:31pm.

Mann-Lamb moved to adjourn the meeting at 6:35pm. Ogilvie seconded the motion and it was carried unanimously.
