Village of Hinckley Board of Trustees met June 23.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Village President Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Steve Gayhart, Jamie Whitlock, and Eddie Cullins. Quorum established.

Absent: Trustee Kula, Trustee Prickett

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Chief Ken Gettemy, Ceneca Wagner, Treasurer Dave Maroo, Brandon Kramer (EEI), and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: June 9, 2025, Regular Board Meeting Minutes Trustee Whitlock moved to approve the minutes for June 9, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Gayhart-Aye, and Whitlock-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Siwicki moved to approve the Payment of Invoices Due as presented, and Trustee Cullins seconded the motion. Roll call vote: Siwicki-Aye, Gayhart-Aye. Whitlock-Aye, and Cullins-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion/Approval: Royal Estates Bond Reduction/Public Improvements Brandon Kramer verified that the work done &/or transition of work to Lennar is “mostly done.” Lake County has a few sidewalk issues to complete. One fire hydrant still to be sand blasted north of the corner of Rt. 30 & Somonauk Road. Trustee Siwicki moved to approve the Royal Estates Bond Reduction / Public Improvement Reduction to Lake County Grading’s Line of Credit to $40961.00. Trustee Gayhart seconded the motion. Roll call vote: Gayhart-Aye, Whitlock-Aye, Cullins-Aye and Siwicki-Aye. Motion carried.

For Discussion/Approval: McKinley Sidewalk Update

President Quirk stated that the replacement/repairs that were previously approved for McKinley Avenue, are to start approximately July 7, 2025.

ATTORNEY’S REPORT

Attorney Lundgren stated that the check from the insurance company for the damaged streetlight on Prairie View has been received.

Attorney Lundgren spoke to Arnie Schramel in regard to the Shared Solar Project with General Energy. There are several changes that need to be made in order for this project to work for the Village of Hinckley. President Quirk and Attorney Lundgren have a phone call scheduled this week for the discussions.

CLERK’S REPORT

Village Clerk Bennett requested from the board, when receiving the draft agendas, to please reply that they have received the email. The DeKalb County Highway notified the Village office that Somonauk Road, between Rt. 30 & Bastian Road would be closed tomorrow, Tuesday, June 24 from 8 am to completion for pipe repair.

ENGINEER’S REPORT

For Discussion/Approval: Lead Service Line Replacement Program – Proposed Service Agreement Trustee Gayhart stated that he has checked with other towns and the rate on the LSLR Program PSA seems to be high for oversight alone. Gayhart would like to speak with other board members regarding oversight which includes full design, bidding, contracting, etc. In the present state, Gayhart would prefer to discuss “what we, as a village, can do ourselves” before voting. The board agreed to hold the vote over, Gayhart will let us know when to schedule at a future Regular Board Meeting.

TREASURER’S REPORT

Treasurer Maroo noted that we have not received an audit update yet. The May 2025 Treasurer’s Report was reviewed.

COMMITTEE REPORTS

Public Safety

For Discussion: 110 E Miller Update

Attorney Lundgren drafted a letter of demand. Chief said that there has been a fence installed and would no longer qualify for a nuisance violation. President Quirk questioned if this would be a zoning issue, if so, Bob Pritchard would be responsible for sending a letter of demand. The board chose to table this issue until further review by the board members.

Finance and Economic Development

On follow up on ideas that would stimulate economic growth, Trustee Siwicki stated he has met with Resource Bank and DeKalb County Economic Development on an information gathering basis.

Streets & Alleys

No report

Buildings, Grounds & Parks

Trustee Whitlock will be looking into the rehabbing of the tennis courts and possibly looking into the addition of pickle ball courts. Whitlock states the basketball courts are currently in good condition.

Water & Sewer

No report.

Personnel

For Discussion/Approval: Employee Health Insurance Renewal

President Quirk recommends maintaining the current policy with the addition of a secondary option. Trustee Siwicki motioned to Renew the Employee Health Insurance Policy with the secondary option. Trustee Whitlock seconded the motion. Roll call vote: Gayhart-Aye, Whitlock-Aye, Cullins-Aye and Siwicki-Aye. Motion carried.

PUBLIC COMMENT

None.

OPEN DISCUSSION

President Quirk noted that the residents on McKinley Street are requesting to block the street off on Saturday, July 19 from the alley East of Walnut to Coster Street. All of the residents are in favor. Barricades will be the only request of the village. Board members indicated they are all in favor, none opposed.

ADJOURMENT

President Quirk moved to adjourn the meeting at 7:58 pm. Trustee Siwicki motioned to adjourn, and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on July 14th, 2025.
