PLANNING, ZONING & DEVELOPMENT COMMITTEE
a. Ordinance O2025-21 —An Ordinance Approving a Special Use Permit Request for a 4.375-Megawatt Commercial Solar Energy System Located on the North Side of Coltonville Road in Dekalb and Mayfield Townships.
Coltonville Solar Farm, LLC, which will be owned and operated by Surya Powered, LLC, is seeking to establish and operate a 4.375-megawatt commercial solar facility on the 48.14-acre property located on the north side of Coltonville Road, just west of the intersection of Coltonville Road and Electric Park Drive, in DeKalb and Mayfield Townships The property is zoned A-1, Agricultural District. The required public hearing for the Special Use Permit was conducted by Hearing Officer Dale Clark on August 14, 2025, at which the petitioners presented evidence, testimony, and exhibits in support of the petition, and wherein testimony was received from fourteen members of the public in opposition to the project. Mr. Clark has made his findings of fact and recommended that the Special Use Permit be granted with conditions. (Petition DK-25- 22)
Committee Action: The Planning, Zoning & Development Committee considered Ordinance O2025-19 on August 27th and forwarded the Ordinance to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

HEALTH & HUMAN SERVICES COMMITTEE
a. Ordinance O2025-14 —An Ordinance Amending Chapter 39 “Water Wells” of the DeKalb County Code.
Ordinance O2025-014 amends Chapter 39 of the DeKalb County Code pertaining to water wells. The amendments include updated definitions and references to the Illinois Well Code. Additional amendments include recommendations for elimination of well pits upon property sales/transfers and for the Applicant to contact Community Development Department to assure all aspects of the application is covered. The amendments also formally address non-community water systems, right of inspection and enforcement procedures, and incorporate the fee for a Well Sealing Permit into the fee schedule and permit requirements under the general permit requirements.
Following approval, the amendments to Chapter 39 “Water Wells” of the DeKalb County Code shall take effect on January 1, 2026.

b. Ordinance O2025-15— An Ordinance Amending Chapter 40 “Sewers and Sewage Disposal” of the DeKalb County Code.
Ordinance O2025-015 amends Chapter 40 of the DeKalb County Code pertaining to sewers and sewage disposal. The amendments include updated definitions and references to the Illinois Septic Code. These amendments also remove outdated septic construction guidelines, establish septic tank maintenance requirements in line with the Illinois Septic Code, list Sump Pump & Water Softener Discharge guidelines and provides updated names for Private Sewage Disposal System Installers & Pumpers. Additionally, the amendments include the recommendation for the Applicant to contact Community Development Department to assure all aspects of the application are covered.
Following approval, the amendments to Chapter 40 “Sewers and Private Sewage Disposal” of the DeKalb County Code shall take effect on January 1, 2026.

a. Resolution R2025-92— A Resolution Authorizing the DCRNC Administrator to Execute the Skilled Nursing Facility Agreement with Blue Cross Blue Shield of Illinois on behalf of the DeKalb County Rehab and Nursing Center.
In June of 2024, the County Board approved Resolution R2024-078 which authorized an Operating – Participation Agreement with Illinois Aging Services Network, LLC. Illinois Aging Services Network negotiates insurance provider agreements for their member facilities. Illinois Aging Services Network has negotiated a Skilled Nursing Facility Agreement with Blue Cross Blue Shield of Illinois on behalf of their Network.
The Skilled Nursing Facility Agreement will allow the DCRNC to provide care for patients covered by Blue Cross Blue Shield of Illinois and entering into this agreement provides opportunities to grow the census of the DCRNC. Resolution R2025-92 authorizes the DCRNC Administrator to execute the Skilled Nursing Facility Agreement with Blue Cross Blue Shield of Illinois on behalf of the DCRNC.

b. Resolution R2025-93— A Resolution Authorizing the DCRNC Administrator to Create a Temporary, Additional Maintenance Director Position in the DCRNC Roster to Allow for Enhanced Onboarding and Training Needed Resulting from to the Long-Time Maintenance Director’s Upcoming Retirement.

a. Resolution R2025-088—A Resolution to Purchase an IDEMIA Fully Integrated LiveScan Solution for Photographing and Fingerprinting Individuals Issued a Notice to Appear Under the SAFE-T ACT
The Sheriff’s Department (along with my office and the Judiciary) is asking for permission to purchase the desktop machine in the amount of $18,730.00. It is needed to fingerprint and photograph defendants who were issued a Notice to Appear under the SAFE-T Act and were never booked/processed by law enforcement.
Committee Action: The Law and Justice Committee considered Resolution R2025-088. Campbell moved to approve with change in funding source to tort fund; Frieders 2nd– passed voice.
