DeKalb County Public Building Commission met Nov. 12.

Here are the minutes provided by the commission:

A regular meeting of the Board of Commissioners of the DeKalb County Public Building Commission (hereinafter “Commission”) was held Tuesday, November 12, 2024 at 8:30 a.m. in the Legislative Center’s Gathertorium in Sycamore, Illinois pursuant to written notice to each Commissioner as required by the By Laws.

ROLL CALL

Vice-Chair Chuck Shepard called the meeting to order at 8:30 a.m. and requested the Secretary to call the roll. Those Commissioners present were Kevin Bunge and Cheryl Nicholson. A quorum was established with three Commissioners present, two absent.

Others present included: Interim County Administrator Derek Hiland, Facilities Management Director Jim Scheffers, Commission Treasurer Liam Sullivan, and Commission Secretary Lisa Reser.

APPROVAL OF AGENDA

It was moved by Nicholson, seconded by Bunge and the motion carried by voice vote with all votes cast in the affirmative.

APPROVAL OF MINUTES

Bunge moved to approve the minutes for the Tuesday, October 1, 2024 meeting as presented. Nicholson seconded the motion, and it was carried by voice vote with all votes cast in the affirmative.

PUBLIC COMMENTS

There were no comments from the public.

ACTION ITEMS

Approval of Payment of Claims for October 2024 in the amount of $236,746.35. It was moved by Nicholson to approve the Claims for October 2024. Bunge seconded the motion.

The Commission noted that the total amount on the claims report ($263,746.35) did not match the figure on the agenda.

Nicholson moved to amend the payment of claims to reflect the correct amount ($263,746.35). Bunge seconded the motion and the amendment was approved via voice vote, with all votes cast in the affirmative.

The motion, as amended, to approve the payment of claims was carried unanimously by roll call vote.

Approval of FY2025 Budget.

Sullivan provided an explanation on the major line items for the FY2025 Budget.

It was moved by Bunge to approve the FY2025 Budget. Nicholson seconded the motion and it was carried unanimously by roll call vote.

OLD BUSINESS

Courthouse Expansion Project

Mr. Hiland informed the Commission that the County Board’s Facilities & Technology Committee will be considering a proposal to provide an updated cost estimate for the completion of the Courthouse Expansion Project. The Committee previously considered a proposal that would provide an updated floor plan for the expansion but asked staff to bring forward a revised proposal that would proceed with the original floor plan and provide an updated cost estimate for construction.

Review of Ongoing County Maintenance Projects

Mr. Scheffers reported the Liebert Climate Control Unit at the Jail has been running with no problems and the temperature is perfect.

Additionally, Mr. Sullivan noted that the Health Department Break Room has recently undergone remodeling. The project came about because the seal on the window of the room was ineffective, leading to drywall needing to be removed to remediate mold. The project is complete at this time.

ADJOURNMENT

Bunge moved to adjourn the meeting. Nicholson seconded the motion and it carried by voice vote with all votes cast in the affirmative.
