City of Sycamore City Council met Dec. 16.
Here are the minutes provided by the council:
ROLL CALL
Mayor Braser called the meeting to order at 6:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were Jeff Fischer, Pete Paulsen, Virginia Sherrod, Chuck Stowe, Alan Bauer, Ben Bumpus, and Nancy Copple. Alderperson Alicia Cosky was absent. Attorney Keith Foster was also present.

APPROVAL OF AGENDA
MOTION
Alderperson Copple motioned to approve the agenda and Alderman Fischer seconded the motion.
VOICE VOTE
Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.
AUDIENCE TO VISITORS
Phillip Weaver, 405 W. High Street, said that he is concerned about and asked for the policies for the police entering a home to be reviewed.
Marvin Barnes, 1549 Daniel Court, asked, in regards to the recent fire incident, for the city and city council to react in adding an additional access road for the area of North Fair Street, Crosby Street, and Maertz Drive.
CONSENT AGENDA
A. Approval of the Minutes for the Regular City Council Meeting of December 2, 2024.
B. Payment of the Bills for December 16, 2024, in the amount of $1,315,386.01.
MOTION
Alderman Bauer motioned to approve the Consent Agenda and Alderman Stowe seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Fischer, Paulsen, Sherrod, Stowe, Bauer, Bumpus, and Copple voted aye. Motion carried 7-0.

CONSIDERATIONS
A. Consideration of a Community Development Department Purchase of One 2025 Chevrolet Equinox from Miles Chevrolet in Decatur, Illinois for $29,794.00.
City Manager Michael Hall said that these first two considerations are 2025 budgetary items as per the agenda. This purchase replaces a 2012 vehicle.
MOTION
Alderperson Sherrod motioned to approve the Consideration and Alderman Fischer seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Fischer, Paulsen, Sherrod, Stowe, Bauer, Bumpus, and Copple voted aye. Motion carried 7-0.
B. Consideration of a Police Department Recommendation to Purchase One 2025 Ford Explorer Police Interceptor Utility AWD Vehicle and Two 2025 Ford F-150 Police Interceptors.

Alderman Stowe motioned to approve the Consideration and Alderman Paulsen seconded the motion.
ROLL CALL VOTE
Mayor Braser called for a roll call vote to approve the motion. Alderpersons Fischer, Paulsen, Sherrod, Stowe, Bauer, Bumpus, and Copple voted aye. Motion carried 7-0.
C. Consideration of a Public Works Purchase of Water Meters and Radio Transmitters from Midwest Meter Inc. and Core & Main in an Amount Not to Exceed $195,000.
City Manager Michael Hall said that the Public Works Department brings this forward each year allowing them to purchase meters through the year, not to exceed $195,000 which is in the budget.

Alderman Stowe motioned to approve the Consideration and Alderman Paulsen seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Fischer, Paulsen, Sherrod, Stowe, Bauer, Bumpus, and Copple voted aye. Motion carried 7-0.
D. Consideration of a Fire Department Purchase of Kenwood Portable Radios from Ultra Strobe Communications.
City Manager Michael Hall said that this is a 2024 budget item using the remaining money in the budget to purchase 10 additional radios at “a really good end-of-the-year price” for back-ups and spares.

Alderperson Sherrod motioned to approve the Consideration and Alderman Paulsen seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Fischer, Paulsen, Sherrod, Stowe, Bauer, Bumpus, and Copple voted aye. Motion carried 7-0.
