Village of Hinckley Committee of the Whole met Jan. 27.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 8:04 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Brian Siwicki, Alyssa Prickett, Russell Kula, and Mike Constant. Quorum Established.

Absent: Steve Gayhart.

Also Present: Village Clerk Joan Bennett, Deputy Clerk Jennifer Klambauer, Attorney Lundgren, Brandon Kramer, Dale Youngers, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from January 13, 2025 Trustee Siwicki moved to approve the minutes from January 13, 2025, and Trustee Constant seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, and Constant-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: Monument and Park Proposal for Royal Estates

Lennar spokesperson, John McFarland, discussed the park site, two-sided permanent signage, the weed barrier between the park and pond, the monument (readable from the North and South), and that the homeowner’s HOA would be responsible for maintenance. The timeline, with Village approval, will start spring/summer. Parallel parking by the park area was discussed. Monument and Park Proposal for Royal Estates will be discussed at the next Regular Board Meeting on February 10, 2025.

ATTORNEY’S REPORT

Building Code Updates

Attorney Lundgren stated that the International Building Code lists several items that can be amended to fit the Village of Hinckley’s needs.

Attorney Lundgren also had inquiry regarding a “Petition for Annexation.” He supplied 84 Lumber with a template to change zoning.

Trustee Siwicki discussed having bids for lawnmowing brought up at the February meeting.

Water & Sewer

For Discussion: Review/Comment on Royal Estates Lift Stations Fence Drawings Dale Youngers will get quotes for chain link fencing, with green slats, for the Royal Estates Lift station. Gate to be locked.

For Discussion: Illinois Emergency Management Agency Information for Handling Radium Residuals Dale Youngers noted that regulations on sludge are being “amped up.” Radon Testing is to be done by June 28, 2025, and Village should be prepared for potential issue. Permission granted for Dale to call for more information from EEI.

Dale Youngers gave an update on a Well #5 failure from the past weekend. Trustee Steve Gayhart was aware. There is an electrician coming for repair.

Trustee Siwicki moved to adjourn the meeting at 8:49 PM and Trustee Quirk seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for February 10, 2025, immediately following the Regular Board Meeting.
