DeKalb County Rehab & Nursing Center Oversight Board met Jan. 28.

A Regular meeting of the Members of the DeKalb County Rehab & Nursing Center Oversight Board (hereinafter “Oversight Board”) was held Tuesday, January 28, 2024, at 6:00 p.m. in the Multi Purpose Room in DeKalb, Illinois pursuant to written notice to each Member as required by the By Laws.
ROLL CALL
Chair Anna Wilhelmi called the meeting to order at 6:00 p.m. and called the roll. Those Members present were Abdul El-Jamal, Mary Hatch, Charlotte Hodder, Kay Riley and Frank Roberts. A quorum was established with six Members present, three absent. Rhonda Henke was absent at the time of the roll call vote, having arrived at 6:10pm.

APPROVAL OF AGENDA
It was moved by Hatch to approve the agenda as presented, seconded by Riley and approved unanimously by voice vote.
APPROVAL OF THE MINUTES
It was moved by Roberts and seconded by Riley to approve the minutes of the November 12, 2024 Meeting of the DCRNC Oversight Board.
PUBLIC COMMENTS
Janet Burkes expressed concern about the freeze on federal funding and grants that was announced by the Federal Office of Management and Budget. She stated that if Medicaid were to end, that would mean the end of the nursing home.
Sullivan addressed these comments and explained that the Memorandum that was issued by the Federal Office of Management and Budget that detailed the freeze has a footnote that explicitly states, “Nothing in this memo should be construed to impact Medicare or Social Security benefits.” He went on to state that County Officials spoke with member of Jordan Healthcare Group and were told that the operations of the nursing home would not be impacted by this freeze.
Ellingsworth Webb, Vice-Chair of the County Board shared that prior to the meeting, the freeze was blocked by courts due to legal challenges
CHAIR’S COMMENTS
Chair Wilhelmi thanked those who provided information regarding the federal freeze on funding. Additionally, she announced that Charlotte Hodder will not be reapplying for her position on the Oversight Board and thanked her for her service.

Henke moved to approve the 2025 Meeting Schedule. Hatch seconded the motion and it was approved by voice vote, with all votes cast in the affirmative.

NEW BUSINESS
Sullivan provided an overview of the process for appointments for County Board Members to the DCRNC Oversight Board.
Chair Wilhelmi asked that Staff and Members of the Oversight Board provide a list of goals for the Facility in 2025 at the next meeting.

A motion to adjourn was made by Hatch, seconded by Henke, and approved by voice vote, with all votes cast in the affirmative.
