Village of Hinckley Committee of the Whole met Feb. 10.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 8:01 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Brian Siwicki, Russell Kula, and Steve Gayhart. Quorum Established. Absent: Mike Constant, Alyssa Prickett

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Ceneca Wagner, Dale Youngers, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from January 27, 2025 Trustee Siwicki moved to approve the minutes from January 27, 2025, and Trustee Quirk seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

ATTORNEY’S REPORT

For Discussion: Building Code Update

Attorney Lundgren was given a sample of the International Building Code from Maple Park. He noted that he would like Brandon Kramer (EEI) to give his input. Attorney requested for Building Code Update to be brought back to the Regular Board Meeting, February 24, 2025.

ENGINEER’S REPORT

No report.

COMMITTEE REPORTS

Personnel

For Discussion: Village Hall Hours Ordinance, Section 2.3

Trustee Quirk discussed changing/removing the Village Hall hours section from the Code of Ordinances. Attorney Lundgren agreed that it is not serving a purpose. Attorney Lundgren will prepare a draft for the next Regular Board meeting. Trustee Quirk requested ideas for Village Hall hours.

For Discussion: Holidays

Trustee Quirk provided a DeKalb County Courthouse Holidays, stating that most government & financial offices are closed on these same holidays. Trustee Quirk requested holidays be moved to the next Regular Board Meeting on February 24, 2025.

Buildings, Grounds & Parks

No report.

Water & Sewer

Trustee Gayhart stated that lift stations are showing age and will, at some point, need replacement.

For Discussion: Pricing for New Portable Generator

Trustees discussed the replacement of 1-2 portable generators. Dale Youngers stated that an engineering packet of portable generators needs to be updated. The specifications need to be documented to be able to get proposals.

PUBLIC COMMENT

Dale Youngers asked if there was a response from Steve Phillips regarding fencing vs. composite proposals. No feedback given.

Dale Youngers stated that he “appreciates that Trustee Siwicki took a tour and learned about the infrastructure of the Water & Sewer.”

Trustee Kula asked board members opinions regarding removal/replacement of sidewalks along McKinley. The feeling is that sidewalk repair work should coincide with the street resurfacing at a later date.

Ceneca Wagner stated that McKinley has very old roads, sidewalks, water mains, etc. Any repair work should be held until the whole street could be taken care of.

Ceneca Wagner stated that the shaving of the sidewalk corners has been a great program.

Trustee Siwicki noted that the current purchase policy allows that only village employees may make purchases. Trustee Quirk suggested that policy be put on the Committee of the Whole for the first meeting in March and possibly on the second Regular Board Meeting in March.

ADJOURNMENT

Trustee Quirk moved to adjourn the meeting at 8:56 PM and Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for February 24, 2025, immediately following the Regular Board Meeting.
