Village of Hinckley Board of Trustees met Feb. 10.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.

Roll call were taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Russell Kula, Steve Gayhart. Quorum established. Absent: Alyssa Prickett, Mike Constant

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Ceneca Wagner, Dale Youngers, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: January 27, 2025, Regular Board Meeting Minutes

Trustee Siwicki moved to approve the minutes for January 27, 2025, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Kula moved to approve the Payment of Invoices Due as presented for February 10, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Siwicki-Aye, Kula-Aye, Gayhart-Aye and Quirk Aye. Motion carried.

PRESIDENT’S REPORT

Interim President Sarah Quirk sent congratulations to the HBR Boys Basketball Team for winning the Little Ten Championship and to the HBR Chess Team going to state this weekend!

For Discussion/Approval: Park & Sign Concept Approval for Royal Estates

All trustees noted that there is an “agreed consensus” for the park as well as the sign concept in Royal Estates. Attorney Lundgren stated that no vote is needed until the final approval which includes the exact location of the sign.

For Discussion/Approval: ICMA Authorization for Carson Benson Becoming Administrator Discussion and request for Carson Benson to become Administrator for Mission Square (previously known as ICMA- International City Management Association). This includes administrative management of both IMRF and Mission Square including wage reports, payments, employee maintenance. Trustee Siwicki moved to approve and seconded by Trustee Quirk. Roll call vote: Kula-Aye, Gayhart-Aye, Quirk-Aye, Siwicki-Aye. Motion carried.

For Discussion/Approval: Utility Billing Mail Issues

Utility Billing Mail Issues discussed. Trustee Gayhart motioned to approve that “late fee” would not be assessed until after March 14, 2025, and Trustee Kula seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Quirk-Aye, Siwicki-Aye. Motion carried.

For Discussion/Approval: Sycamore Road Closure for South Moon Bourbon Bash June 6 Interim President Quirk was contacted by South Moon regarding Sycamore road closure for the South Moon Bourbon Bash on June 6th. Attorney Lundgren stated that no vote was necessary to close the street. Interim President Quirk will notify South Moon to complete the proper forms.

ATTORNEY’S REPORT

Attorney Lundgren noted that he had not heard anything on the Prairie View street light claim. Also, Attorney has not heard anything from 84 Lumber.

Finance and Economic Development

For Discussion/Approval: Use of $152,000 MFT Funds for Upcoming Road Program Trustee Kula requests that sse of $152,000 MFT Funds for upcoming Road Program be moved to the next Regular Board Meeting on February 24, 2024.

Streets & Alleys

For discussion/approval: Professional Service Agreement for 2025 Road Program Trustee Kula requested that the Professional Service Agreement for 2025 Road Program be moved to the next Regular Board Meeting on February 24, 2024.

Buildings, Grounds & Parks

For Discussion/Approval: Village Hall Painting Proposal

Trustee Siwicki provided updated proposals from Magic Touch Painting Company to board members. After discussion, Trustee Siwicki motioned for approval of accepting the village hall painting proposal, NTE $7000.00, Trustee Kula seconded the motion. Roll call vote: Gayhart-Aye, Quirk-Aye, Siwicki-Aye, Kula-Aye. Motion carried.

For Discussion/Approval: Illinois Department of Labor Update

After discussion, Ceneca Wagner stated that the OSHA issues have been resolved. OSHA contact will be emailing approval to the Village for our records.

For Discussion/Approval: Mowing RFP

Ceneca Wagner reminded the board that a business doing work for the Village can be chosen by the board each year. Historically when bid out, there were various problems. Trustee Gayhart agreed. Attorney Lundgren stated that if the annual total was more than $25,000, then proposals would need to be accepted. Updated bid forms are being worked on. Trustee Quirk motioned to post the bid forms on the village website, Trustee Siwicki seconded the motion. Roll call vote: Quirk-Aye, Siwicki Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

PUBLIC COMMENT

Larry Menz, (270 E. Miller Street, Hinckley) asked when the mowing bids were to be in and stated that there needs to be an end date and time listed on form.

OPEN DISCUSSION

Trustee Kula noted that the gates to the water & sewer plant were unlocked yesterday. He reminded staff that gates need to be locked outside of normal business hours and asked if the police would drive by to make sure things were closed when staff are not on site.

Trustee Siwicki asked the following questions:

• Where can the budget/record of appropriations be found? Trustee Quirk stated the Treasurer as well as Carson Benson could help with some information.

• Who fills out grants? Trustee Quirk answered, “We fill them out” and noted Chief Gettemy has experience as well.

• Who made the “What to do in Hinckley” pamphlets that the Planning Commission handed out? Attorney Lundgren noted that often a business directory and parks are listed. Trustee Quirk stated that the Business Association could possibly work on a new pamphlet.

• Who does the Webpage for the Village? Trustee Quirk noted that the previous clerk did and now she does and the Clerk Joan Bennett post the minutes and agendas.

• Who works on Hinckley’s Beautification? Bob Pritchard stated the Business Association does.

ADJOURMENT

Trustee Quirk moved to adjourn the meeting at 8:00 pm and Trustee Siwicki seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on February 24th, 2025.
