Village of Hinckley Board of Trustees met Feb. 24.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Interim Village President Sarah Quirk.

Roll call were taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Russell Kula, Steve Gayhart, Mike Constant. Quorum established.

Absent: Alyssa Prickett

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Chief Gettemy, Brandon Kramer (EEI) Dale Youngers, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

Rob Zimmerman, 350 Lincoln Highway, has noticed that the streets need preventive maintenance. He has asked that the cracks in the pavement and crumbling edges be addressed.

GENERAL BUSINESS

• Agenda item for discussion/approval: February 10th, 2025, Regular Board Meeting Minutes

Trustee Siwicki moved to approve the minutes for February 10th, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Siwicki moved to approve the Payment of Invoices Due as presented, and Trustee Kula seconded the motion. Roll call vote: Siwicki-Aye, Kula-Aye, Gayhart-Aye and Quirk-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion/Approval: Park & Sign Concept Approval for Royal Estates

As the Village has not received the Final Plan from Lennar, Attorney Lundgren stated that there was not a need for a vote yet. Dale noted that the utilities have not been marked (J.U.L.I.E.) He also suggested a walk around with Brandon Kramer and Trustee Siwicki agreed. Interim President Quirk will set up the walk around. She also wanted to remind all the park will be for all citizens, not just Royal Estates HOA members.

For Discussion/Approval: Village Hall Hours Ordinance, Section 2.3 Draft

Attorney Lundgren indicated that the Village Hall Ordinance, Section 2.3 states, in short that if, &/or when hours need to be amended, it can be done expeditiously. Trustee Constant motioned to approve Village Hall Hours Ordinance, Section 2.3, seconded by Trustee Quirk. Roll call vote: Kula Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye and Siwicki-Aye. Motion carried.

Interim Village President Sarah Quirk thanked all involved in the painting of the Village Hall.

ATTORNEY’S REPORT

For Discussion/Approval: Building Code Update

Attorney Lundgren requests B & F feedback on the Building Code Update. He is asking to wait until he hears back to vote.

CLERK’S REPORT

Village Clerk Joan Bennett expressed thanks to Trustees Kula & Gayhart, Ceneca Wagner, Ed Drafke, Todd Tatum & Dale Youngers for assisting in painting preparation & restoring the hall. It was greatly appreciated.

Deputy Clerk Jennifer Klambauer & Clerk Joan Bennett will be attending the Northwestern Illinois Municipal Clerks Association meeting in Hampshire on Wednesday, February 26, 2025.

ENGINEER’S REPORT

For Discussion/Approval: Engineer’s Final Payment Estimate $16,656.88 Donald Street Widening Trustee Siwicki asked why this installment was late. Brandon Kramer (EEI) stated that it was because the item is now completed (resolved).

TREASURER’S REPORT

COMMITTEE REPORTS

Public Safety

Chief Gettemy stated that Retired DeKalb County Sheriff passed away last night. Chief Gettemy noted that there will be a proper bill forthcoming for LEADS use. There was an issue that was thought to be resolved, but it had not been resolved yet.

Finance and Economic Development

For Discussion/Approval: Use of $152,000 MFT Funds for Upcoming Road Program Trustee Constant stated that the estimate of funds for the state needs to be settled for next year. The Use of $152,000 MFT Funds for the Upcoming Road Program covers Miller & View Streets. Approval motioned for the Use of $152,200 MFT Funds by Trustee Constant, seconded by Trustee Quirk. Roll call vote: Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye and Siwicki-Aye. Motion carried.

Streets & Alleys

For discussion/approval: Professional Service Agreement for 2025 Road Program Trustee Kula remarked after walking View Street, Louise Dr. and Miller St., he noted that the curbs and streets need work done. Brandon Wagner (EEI) stated that he is expecting the Core Report next week. Brandon also recommended getting estimates for both sides of curbs, storm sewers, and water drainage work before bringing to the board for approval.

Buildings, Grounds & Parks

For Discussion/Approval: Mowing RFP

The clerks have not had any bids come in over the counter for the mowing of the village. Trustee Siwicki will make calls to see if anyone would like to turn proposals in.

Water & Sewer

No report

Personnel

For Discussion/Approval: Holidays

Trustee Quirk stated that the calendar of Village Holidays will be looked at & reviewed.

PUBLIC COMMENT

Larry Menz (270 E. Miller Street, Hinckley):

1. Do you need a permit to put a driveway in?

2. As to office hours, in the past the office was open late on Monday’s.

3. Past Holidays were discussed.

Rob Zimmerman (350 E Lincoln) asked questions regarding how curbs and road work were done. Bob Pritchard noted at the next Planning Commission Meeting there will be a guest speaker, Melissa Amedeo, Executive Director of the DeKalb County Economic Development Corporation.

ADJOURMENT

Trustee Quirk moved to adjourn the meeting at 8:11 pm and Trustee Siwicki seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on March 10, 2025.
