The Executive Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, March 12, 2025. Chair John Frieders called the meeting to order at 8:20PM. Those Members present were Tim Bagby, Scott Campbell, Mary Cozad, Rukisha Crawford, Kathy Lampkins, Michelle Pickett, Roy Plote and Ellingsworth Webb. A quorum was established with nine Members present.
APPROVAL OF THE AGENDA
Crawford moved to approve the agenda as presented. Pickett seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.
APPROVAL OF THE MINUTES
It was moved by Lampkins, seconded by Pickett and it was carried by voice vote, with all votes cast in the affirmative to approve the minutes of the March 12, 2025 Executive Committee Meetings.

RESOLUTIONS
Resolution R2025-050—A Resolution Approving the Payment of County Claims for April 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging.
Due to the Finance & Administration Committee not holding a meeting in April, this item has is being brought forward to the Executive Committee for consideration.
It was moved by Campbell to forward Resolution R2025-050 to the full County Board. The motion was seconded by Bagby and carried by a voice vote, with all votes cast in the affirmative.
Resolution R2025-051—A Resolution Approving of Settlement for Maria Meza, vs. County of DeKalb & DeKalb County Rehab and Nursing Center, Case No. 2023 LA 00061, for the Sum of One Hundred Fifty Thousand Dollars ($150,000.00).
Assistant State’s Attorney David Berault informed the Committee that they have the ability to approve settlements on behalf of the County Board and explained that they may chose to approve the settlement rather than forwarding the resolution to the County Board for approval.
It was Crawford to approve the Settlement for Maria Meza, vs. County of DeKalb & DeKalb County Rehab and Nursing Center, Case No. 2023 LA 00061, for the Sum of One Hundred Fifty Thousand Dollars ($150,000.00). The motion was seconded by Plote and approved by a unanimous roll call vote of nine in favor. Those voting in favor were Bagby, Campbell, Cozad, Crawford, Lampkins, Pickett, Plote, Webb and Chair Frieders.
Resolutions R2025-052—A Resolution Approving of settlement agreement for DeKalb County vs. DeKalb County Healthcare Holdings, et al, Case No. 2023 CH 000027, for the sum of Two Hundred and Two Thousand Five Hundred Dollars ($202,500.00).
It was moved by Frieders to approve the settlement agreement for DeKalb County vs. DeKalb County Healthcare Holdings, et al, Case No. 2023 CH 000027, for the sum of Two Hundred and Two Thousand Five Hundred Dollars ($202,500.00). The motion was seconded by Pickett and approved by a unanimous roll call vote of nine in favor. Those voting in favor were Bagby, Campbell, Cozad, Crawford, Lampkins, Pickett, Plote, Webb and Chair Frieders.
Resolution R2025-053—A Resolution Authorizing the Procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit from Service Concepts Inc. of Genoa, Illinois in the Amount of $35,610.00.
On March 19th, 2025, the County Board approved Resolution R2025-032 which authorized the procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit above the Administration portion of the building. Due to market factors, the contractor withdrew their bid due to current market conditions. The DCRNC Maintenance Supervisor has obtained three additional quotes with the lowest responsible quote being from Service Concepts inc of Genoa, Illinois in the amount of $35,160.00. Resolution R2025-053 repeals Resolution R2025-032 authorizes the procurement of the air conditioner coil from Service Concepts inc.
It was moved by Plote to forward Resolution R2025-053 to the full County Board. The motion was seconded by Crawford and carried by a voice vote, with all votes cast in the affirmative.
Resolution R2025-054—A Resolution in Support of the Illinois America250 Commemoration.
On February 11th, 2025, the DeKalb County History Center provided the Committee of the Whole with an overview of the Illinois America250 Commemoration and the History Center’s plan for the Commemoration within DeKalb County. Resolution R2025-054 declares the County’s support for the Illinois America250 Commemoration initiatives.
It was moved by Campbell to forward Resolution R2025-054 to the full County Board. The motion was seconded by Webb and carried by a voice vote, with all votes cast in the affirmative.

Budget Calendar
Interim County Administrator Derek Hiland shared that the budget process will be starting soon for FY2026 and that he hopes to begin the process early this year.

• DeKalb Community Fire Protection District: Dave Lambert reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Shabbona Community Fire Protection District: Richard Lockowitz reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Cortland Community Fire Protection District: Robert Coyle reappointed for a three year term beginning May 1, 2025 and expiring April 30, 2028.
• Malta Community Fire Protection District: Thomas Plote appointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Sycamore Community Fire Protection District: John Weberpal appointed for a three year term beginning May 1, 2025 and expiring April 30, 2028.
• Waterman Fire Protection District: Dustin Miller reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Fairdale Light District: Stefanie Jacobson reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Board of Review:
o Dan Cribben reappointed for a two-year term beginning June 1, 2025 and expiring May 31, 2027
o John Linderoth reappointed for a two-year term beginning June 1, 2025 and expiring May 31, 2027
• Farmland Assessment Review Board: Richard Hoffman reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Kishwaukee Water Reclamation District (DeKalb Sanitary District): Dennis Collins reappointed for a three-year term beginning May 1, 2025 and expiring April 30, 2028.
• Regional Planning Commission
o John Ecker (Waterman) reappointed for a three-year term beginning April 1, 2025 and expiring March 31, 2028.
o Dan Olson (DeKalb) reappointed for a three-year term beginning April 1, 2025 and expiring March 31, 2028.
• Regional Planning Commission – Alternate:Bill Nicklas (DeKalb) reappointed for a three-year term beginning April 1, 2025 and expiring March 31, 2028.
• DeKalb County Emergency Telephone Systems Board: Bart Gilmore appointed immediately to fill an unexpired three-year term until December 31, 2027.
Pickett moved to forward the Appointments to the County Board for approval. Lampkins seconded the motion and it was carried by voice vote, with all votes cast in the affirmative.

Lampkins moved to approve the County Board Agenda. Crawford seconded the motion. The motion was approved by voice vote, with all votes cast in the affirmative.
