DeKalb County Committee of the Whole met April 9.

The Committee of the Whole of the DeKalb County Board met in Sycamore, Illinois on Wednesday, March 12, 2025. Chair John Frieders called the meeting to order at 7:00pm. Those Members present were Tim Bagby, Scott Campbell, Kim Coovert, Mary Cozad, Patrick Deutsch, Meryl Domina, Benjamin Haier, Rhonda Henke, Laura Hoffman, Kathy Lampkins, Jim Luebke,
Elizabeth Lundeen, Michelle Pickett, Roy Plote, Chris Porterfield and Ellingsworth Webb. A quorum was established with Seventeen Members present, Six absent and one vacancy. Rukisha Crawford was absent at the time of roll call, having arrived at 7:08pm.
APPROVAL OF THE AGENDA
Pickett moved to approve the agenda as presented. Deutsch seconded the motion and the motion was approved via voice vote, with all votes cast in the affirmative.
APPROVAL OF THE MINUTES
It was moved by Luebke, seconded by Cozad and it was carried by a voice vote, with all votes cast in the affirmative, to approve the minutes of the March 12, 2025 Committee of the Whole Meeting.

Reports from Appointed Boards & Commissions
Plote, who serves as a member of the County’s Emergency Telephone Systems Board (E911), shared that revenue from surcharges have again fallen. He explained that this is in relation to a $4.4 million grant to the State of Illinois ending in September of 2024.
Plote also shared that the Forest Preserve Operations Committee forwarded a resolution approving the submission of a grant application for the G2K trail.
Rukisha Crawford shared that the Workforce Development Board will be meeting again soon.
Webb shared that he will be attending upcoming meetings for the IACBM Nursing Home Committee, IACBMA Legislative Committee and CIRMA Board of Directors.
Reports from Committee Chairs
Tim Bagby, Chair of the Planning, Zoning, and Development Committee, reported that the Committee forwarded O2025-04—An Ordinance Approving a Zoning Map Amendment to Rezone a 4-Acre Property Located at 18919 Pritchard Road in Cortland Township from A-1, Agricultural District to PD-C, Planned Development - Commercial District.
Mary Cozad, Vice-Chair of Highway Committee, shared that the Committee has forwarded the following Resolutions:
a. R2025-036—A Resolution Awarding the 2025 Seal Coat Project to Steffens 3-D Construction in the Amount of $1,348,456.70.
b. R2025-037—A Resolution Awarding the 2025 Pavement Marking Project to Precision Pavement Markings, Inc. in the Amount of $277,829.60.
c. R2025-038—A Resolution Awarding the 2025 Rejuvenator Project to Corrective Asphalt Materials, LLC in the Amount of $199,326.04.
d. R2025-039—A Resolution Awarding the 2025 Spray Patch Project to Ace In the Hole, Inc. Illinois in the Amount of $83,629.19.
e. R2025-040—A Resolution Awarding the 2025 HMA Patching Project to Curran Contracting Co. in the Amount of $31,589.00.

j. R2025-045—A Resolution Awarding the 2025 Sycamore Road District HMA Overlay Project to Curran Contracting Co. in the Amount of $282,879.57.
k. R2025-046—A Resolution Awarding the 2025 DeKalb County Forest Preserve G2K Multi Use Path Project to Martin & Co Excavating in the Amount of $93,236.40.
l. R2025-047—A Resolution Awarding the Purchase of a F-150 Pickup Truck through the Suburban Purchasing Cooperative Contract, to Currie Motors Commercial Center in the Amount of $46,904.00.
m. R2025-048—A Resolution to Designate Glidden Road, from IL Route 64 to IL Route 72, as a Class II Truck Route.
n. R2025-049—A Resolution in Support of a Vision Zero Action Plan Approach for Road Safety.
Rukisha Crawford, Chair of Human Health & Services Committee, reported that the Committee did not forward any actionable items.
Michelle Pickett, Chair of Facilities & Technology Committee, reported that the Committee did not meet this month.
Kathy Lampkins, Chair of Law & Justice Committee, reported that the Committee did not meet this month.
Scott Campbell, Chair of Finance & Administration Committee, reported that the Committee did not meet this month.
Vice-Chair Webb shared that following this meeting, the Executive Committee would be considering the following items:
a. Resolution R2025-050—A Resolution Approving the Payment of County Claims for April 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging.
b. Resolution R2025-051—A Resolution Approving of Settlement for Maria Meza, vs. County of DeKalb & DeKalb County Rehab and Nursing Center, Case No. 2023 LA 00061, for the Sum of One Hundred Fifty Thousand Dollars ($150,000.00).
c. Resolutions R2025-052—A Resolution Approving of settlement agreement for DeKalb County vs. DeKalb County Healthcare Holdings, et al, Case No. 2023 CH 000027, for the sum of Two Hundred and Two Thousand Five Hundred Dollars ($202,500.00).
d. Resolution R2025-053—A Resolution Authorizing the Procurement of an Air Conditioner Coil for the DCRNC Rooftop Unit from Service Concepts Inc. of Genoa, Illinois in the Amount of $35,610.00.
e. Resolution R2025-054—A Resolution in Support of the Illinois America250 Commemoration.
COUNTY ADMINISTRATOR’S REPORT
Interim County Administrator Derek Hiland shared that April 9th is the 10-year anniversary of the Fairdale Tornado. He shared that there was a remembrance ceremony that occurred in Fairdale.
Next, Hiland shared that the Circuit Clerk’s Office was awarded a large technology grant. He stated that this is the 5th year that they received the grant.
Lastly, Hiland congratulated those who won their election on April 1st and stated that County Staff is looking forward to continuing to build relationships with our community partners.
OLD BUSINESS
Crawford asked for an update on the number of African American Farmers in DeKalb County. Chair Frieders said he will try to have an answer by the County Board Meeting.
NEW BUSINESS
There were no New Business items.
ADJOURNMENT
Lampkins moved to adjourn the meeting. Crawford seconded the motion and it was carried unanimously.
