Village of Hinckley Committee of the Whole met April 14.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:55 PM. Roll call was taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Alyssa Prickett, Russell Kula, and Steve Gayhart. Quorum Established.

Absent: Mike Constant

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Brandon Kramer (EEI), Dale Youngers & Todd Tatum (TEST, Inc.), and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from March 24, 2025

Trustee Siwicki moved to approve the minutes from March 24, 2025, and Trustee Prickett seconded the motion. Roll call vote: Quirk-Aye, Siwicki-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

PRESIDENT’S REPORT

Trustee Quirk reminded all that the Statements of Economic Interest are due to the DeKalb County Clerk by May 1, 2025.

ATTORNEY’S REPORT

No report.

ENGINEER’S REPORT

For discussion: Ground Water Use Ordinance Agreement

Brandon Kramer stated that the Ground Water Use Agreement was brought up for discussion. EEI is requesting more information prior to making their recommendation. Attorney Lundgren stated that the document was “fine,” with minor corrections, however holding off on an ordinance for now.

Streets & Alleys

For discussion: 2025 Sidewalk Removal & Replacement

Trustee Kula gathered three bid proposals for Sidewalk Removal & Replacement. Of the three proposals, Trustee Kula recommends Elliot Construction. Approval will be motioned at the next Regular Board Meeting.

Buildings, Grounds & Parks

No report.

Water & Sewer

Trustee Gayhart stated that Ammonia testing has been completed. Brandon Kramer (EEI) noted results will be reviewed by the end of the week.

Todd Tatum (TEST, Inc.) asked for Trustee Quirk to review the Professional Services Cross Connection Control Program letter.

Dale Youngers (TEST, Inc.) notes that new test regulations are in place from IEPA and recommended the 11 known lead lines be replaced asap. Trustee Gayhart agreed and asked that EEI provide a PSA so this can be completed before the next IEPA test in the fall.

Finance & Economic Development

OPEN DISCUSSION

Trustee Quirk wished Dale Youngers (TEST, Inc.) “all the best and thank you for your service to the Village.”

Trustee Kula noted that he attended the meeting with the General Energy Corporation on the Solar Project. ComEd is to update the project to include Royal Estates Subdivision.

PUBLIC COMMENT

Trustee Quirk stated Saturday, April 26th, will be the Village of Hinckley Open House. It will coincide with registration for golf carts, introducing the village board, recognizing the outgoing board, school info & registration & library information. It will take place from 10-2 at the Village Hall, 720 James Street.

ADJOURNMENT

Trustee Quirk moved to adjourn the meeting at 8:21 PM, Trustee Siwicki motioned for adjournment and Trustee Prickett seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for April 28, 2025, immediately following the Regular Board Meeting.
