Village of Hinckley Committee of the Whole met June 23.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 8:00 pm. Roll call was taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Steve Gayhart, Jamie Whitlock, and Eddie Cullins. Quorum Established.

Absent: Russ Kula, Aylssa Prickett

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Ceneca Wagner, Chief Gettemy, Brandon Kramer (EEI), and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from June 9th, 2025

Trustee Cullins moved to approve the minutes from June 9th, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Gayhart-Aye, and Whitlock-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: FY 2026 Appropriations

President Quirk noted that the draft for the FY 2026 Appropriations Ordinance is ready for viewing and/or amendments. Treasurer Maroo noted that an amendment needs to be made to include the monies for previously approved McKinley sidewalk repairs. When speaking to Trustee Siwicki, President Quirk requested more description for transparency and clarity in regard to appropriation requests. Trustee Siwicki suggested creating brochures for economic development.

For Discussion: Code Enforcement Officer Position

President Quirk was unable to meet with the Personnel Trustee; therefore, Quirk does not feel comfortable discussing the details of the Code Enforcement Officer Position and asks that this topic be moved to the July 14 meeting.

Public Safety

For Discussion: Electric Bikes

Trustee Cullins asked that Electric Bike information be posted publicly as he had been approached by residents with general questions. Chief Gettemy stated that this has been done in the past but will again put out the basic information/laws.

Buildings, Grounds & Parks

Water & Sewer

For Discussion: Water Meter Upgrade

Trustee Gayhart notes the Water Meter Upgrade will integrate with the current system. Not only will replacing the meters help to prepare the village for the future but will decrease the number of days of reading meters. The first 50 meters will be used for Royal Estates and also for current locations where workers need to physically get inside residence/businesses to read meters.

At 8:17 p.m., Trustee Siwicki moved to enter into closed session pursuant to:

CLOSED SESSION (to the extent permitted by 5 ILCS 120/2a of the Illinois Open Meetings Act) pursuant to §5 ILCS 120/2(c)(1), [Discussion of the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body)

Trustee Cullins seconded the motion. Roll call vote: Gayhart-Aye, Whitlock-Aye, Cullins-Aye, and Siwicki-Aye. Motion carried.

At 8:37 the Board reconvened the Committee of the Whole meeting.

PUBLIC COMMENT

None.

ADJOURNMENT

Trustee Quirk moved to adjourn the meeting at 8:38 PM, Trustee Siwicki motioned for adjournment and Trustee Cullins seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for July 14th, 2025, immediately following the Regular Board Meeting.
