DeKalb County Planning, Zoning & Development Committee met July. 30.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 8:53 pm. Roll call was taken showing the following: 

Present: President Sarah Quirk, Trustees Brian Siwicki, Jamie Whitlock, Russ Kula and Eddie Cullins.  Absent: Steve Gayhart, Aylssa Prickett. Quorum Established. 

Also Present: Attorney Lundgren, Village Deputy Clerk Jennifer Klambauer, Chief Gettemy, Todd  Tatum (TEST), and Members of the Public. 

PUBLIC COMMENT  

None. 

GENERAL BUSINESS 

Approval: Committee of the Whole meeting minutes from June 23, 2025 

Trustee Whitlock moved to approve the minutes from June 23, 2025, and Trustee Siwicki seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Kula-Abstain, and Whitlock-Aye. Motion carried. 

PRESIDENT’S REPORT 

No report.

No report. 

ENGINEER’S REPORT 

No report. 

COMMITTEE REPORTS 

Personnel 

No report. 

Public Safety 

Trustee Cullins expressed concern about a few properties that may need fences around swimming  pools. The Village will follow up. 

Streets & Alleys 

No report. 

Buildings, Grounds & Parks 

President Quirk pointed out that the Parks and Recreation programs are well attended this summer.  Trustee Whitlock said that he is meeting with the Parks and Rec director, Stephanie Long, soon and  will ask her to attend the September board meeting to give a re-cap of her summer programs. 

Water & Sewer 

No report.

Finance & Economic Development  

No report.  

OPEN DISCUSSION 

None. 

PUBLIC COMMENT 

Larry Menz inquired about the sealcoating at Pioneer Park. He wondered about the approval of that  work. Trustee Whitlock explained that the school district had scheduled and the village could get a  fair price by getting the work done at the same time. The total amount was under the trustee’s  spending limit, so Trustee Whitlock gave the approval. 

ADJOURNMENT 

Trustee Siwicki moved to adjourn the meeting at 9:01pm, Trustee Cullins seconded the motion. Voice  vote: All in favor. Motion carried.
