City of Naperville Liquor Commission met Aug. 7.

Here are the minutes provided by the commission:

A. CALL TO ORDER:

Mayor Wehrli called the meeting to order at 3:00 p.m.

B. ROLL CALL:

Present 8 -

Steve Chirico, Kelly Douglas, Jason Dy, John Koranda, Ray McGury, Anthony Signorella, Mitch Stauffer, and Mayor Scott Wehrli

Also Present: Shebnem Ozkaptan, Budget and Administrative Manager; Jennifer Bonner, Senior Assistant City Attorney

C. PUBLIC FORUM:

D. OLD BUSINESS:

1. Approve the Liquor Commission meeting minutes of May 8, 2025

A motion was made by Commissioner Chirico, seconded by Commissioner Koranda, approved. The motion carried by a unanimous vote.

E. NEW BUSINESS:

1. Consider Hammer & Nails' request to amend the Class M - Lifestyle Amenities liquor license to allow the sale and consumption of spirits

Liquor Commission approved and referred to City Council a text amendment to the Class M - Lifestyle Amenities liquor license to allow the sale and consumption of spirits, limited to 2 servings of 1.5 oz pours and service to end by 7 p.m.

A motion was made by Commissioner Douglas, seconded by Commissioner McGury, approved and referred to City Council. The motion carried by the following vote:

Aye: 6 - Chirico, Douglas, Dy, Koranda, McGury, and Signorella

Nay: 1 - Stauffer

2. Receive the 2025 Naperville Board and Commission Member Training

Senior Assistant City Attorney Bonner conducted the training.

Best practices around email communications was emphasized by the Commissioners.

F. REPORTS:

1. Receive the DUI reports for April - July 2025

Budget and Administrative Manager Ozkaptan presented the DUI statistics for the months of April - July 2025.

Budget and Administrative Manager Ozkaptan presented the Naperville Liquor Law Essentials class statistics for May - July 2025:

4. Receive the Liquor Concept Committee report for May-July 2025

Budget and Administrative Manager Ozkaptan presented the liquor concepts for the months of May - July 2025.

Commissioner Douglas spoke about an herbal supplement "Feel Free" being sold in Naperville gas stations. It is trending on TikTok and wanted to bring it to the Commission's attention. The City has an ordinance regulating Kratom.

Mayor Wehrli wants Detective Creighton to confirm sales of "Feel Free" are only to people 21 and older.

Commissioner Signorella wants to add Nitrous Oxide as a discussion point, being an issue in the community.

Mayro Wehrli would like to add a New Business item to the next commission meeting to discuss emerging trends and also discuss the up tick of tobacco fines related to the sale of non-traditional tobacco products.

Commissioner Koranda took the Naperville Liquor Laws Essential class and an online BASSET class and discussed the ease of taking the classes.

Commissioner Douglas wants to confirm that the new Block 59 establishments are completing their BASSET training.

Commissioner Koranda announced his resignaton; he was presented with a certificate by Mayor Wehrli.

A motion was made by Commissioner Chirico, seconded by Commissioner Stauffer, to adjourn the Liquor Commission Meeting of August 7, 2025 at 4:03 p.m.. The motion carried by a unanimous vote
