City of Genoa City Council met Aug. 20.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:34pm followed by roll call. Aldermen Wesner, Pulley, Winter, Braheny and Roca were present. Aldermen Stage and Gudeman were absent. Quorum present.

Mayor Brust led the pledge of allegiance.

OLD BUSINESS – None

CONSENT AGENDA

Alderman Pulley made a motion to approve of items 1-3 within the consent agenda, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny and Roca voted yes. Motion carried.

1. APPROVAL OF THE MINUTES FROM THE AUGUST 6, 2025, CITY COUNCIL MEETING

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED AUGUST 15, 2025

3. APPROVAL OF THE MINUTES FROM THE JULY 16, 2025, EXECUTIVE SESSION MEETING

NEW BUSINESS:

UPDATE ON 2025 STREET FUNDING PRESENTATION AND SURVEY Public Works Director Smith gave an update on the various surveys that have been available to residents of Genoa. He explained that all of the different topics are trending the same as they were at the last meeting. He also went over the results of the open forum that was held prior to the city council meeting. Ultimately, all of the feedback from city residents point to the majority of them being in favor of the 1% increase in sales tax and its use to fund street improvements. City Administrator Seguss briefly went over the timeline of what happens next in order to move forward with the sales tax implementation. Smith and Seguss also explained the timeline of when the physical construction and improvements would start after the collection of the sales tax begins. There was also a discussion with the council regarding some of the answers to the surveys, including how the city could maintain transparency about what the funds are being used for in order to build trust with the community.

PUBLIC COMMENT ON THE INTERGOVERNMENTAL BOUNDARY LINE AGREEMENT BETWEEN THE CITY OF SYCAMORE AND THE CITY OF GENOA None

APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE AN INTERGOVERNMENTAL BOUNDARY LINE AGREEMENT BETWEEN THE CITY OF SYCAMORE AND THE CITY OF GENOA

Alderman Braheny made a motion to approve and authorize the mayor to execute an intergovernmental boundary line agreement between the City of Genoa and the City of Sycamore, seconded by Alderman Roca. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny and Roca voted yes. Motion carried.

DEPARTMENT REPORTS:

FINANCE:

City Administrator Seguss gave a report on behalf of the finance department and updated the council on the budget, highlighting the city’s operating fund for the upcoming fiscal year.

PUBLIC WORKS:

Public Works Director Smith announced that the lead service line replacement project has started, and inspections have been performed on the service lines that are still unknown. He also gave an update on the damage that came from the storms that occurred, none of which was too extreme.

POLICE:

City Administrator Seguss gave a report on behalf of the police department and announced that Officer Ordlock has completed his field training and is officially on his own. She also told the council they are working towards filling the vacant sergeant position with testing set to happen before the end of the year.

ADMINISTRATION:

City Administrator Seguss let the council know that the Economic Development Commission has begun a business outreach program that will allow the city to further connect with businesses within the city. She also added that similar to the intergovernmental boundary agreement with Sycamore that was on this agenda, the city will soon begin looking at the boundary agreement with Hampshire. Seguss also explained that she was able to sit down with all department heads to go over their 2025 goals and progress towards these goals as well as their performance and operating metrics.

CLOSED SESSION

Alderman Pulley made a motion to enter into closed session for the purpose of reviewing the minutes of the previous closed session and for the purpose of discussing the sale of public real estate, seconded by Alderman Braheny. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny and Roca voted yes. Motion carried.

RECONVENE REGULAR SESSION

Alderman Wesner made a motion to reconvene the meeting of the city council, seconded by Alderman Pulley. No further discussion. Aldermen Wesner, Pulley, Winter, Braheny and Roca voted yes. Motion carried.

Motion to adjourn the meeting of the City Council was made by Alderman Wesner, seconded by Alderman Pulley. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 7:10pm.
