City of Sycamore City Council met Aug. 18.

Here are the minutes provided by the council:

ROLL CALL

Mayor Braser called the meeting to order at 6:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were Nancy Copple, Alicia Cosky, Mike Rodriguez, Chuck Stowe, Marvin Barnes, Alan Bauer, and Ben Bumpus. Alderperson Virginia Sherrod was absent. Attorney Keith Foster was also present.

MOTION

Alderperson Cosky motioned to approve the agenda and Alderman Barnes seconded the motion. VOICE VOTE

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

AUDIENCE TO VISITORS

CONSENT AGENDA

A. Approval of the Minutes for the Regular City Council Meeting of August 4, 2025.

B. Payment of the Bills for August 18, 2025, in the amount of $611,673.93.

MOTION

Alderman Bauer motioned to approve the Consent Agenda and Alderman Stowe seconded the motion.

ROLL CALL VOTE

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Copple, Cosky, Rodriguez, Stowe, Barnes, Bauer, and Bumpus voted aye. Motion carried 7-0.

APPOINTMENTS

SWEARING-INS

A. Swearing-in and Pinning of Kaitlyn Pedersen, Sergeant.

Police Chief Erik Mahan gave some background and introduced Kaitlyn Pedersen to be sworn in. City Clerk Mary Kalk swore her in, and she was pinned by her husband Drew.

Sergeant Pedersen introduced her family in attendance.

PUBLIC HEARINGS

ORDINANCES

A. Ordinance No. 2025.14 – An Ordinance Amending Title 3, “Business and License Regulations,” Chapter 2, “Liquor Control,” Section 3-2-6.A.15 of the City Code of the City of Sycamore, Illinois. First and Second Reading.

City Manager Michael Hall said this is to amend the liquor ordinance regarding the Class M license which allows Class D license-holders to operate a tasting room. During a recent review by the police department, they found that there were no limits on size or amount of alcohol that could be served in the tasting rooms. To preserve the original intent, the police department is recommending some new restrictions proposing limiting to the maximum of 6 samples per customer per day of .5 ounces of distilled spirits, 2 ounces of wine, or 4 ounces of beer per sample.

Mayor Braser said that Lundeen’s is the only one that currently has a Class M license but has had others approach him about tasting rooms. He said that he has had no contact with the Lundeens.

Police Chief Erik Mahan said they have had some contact with them, and the State has had some contact with them during a recent compliance check.

Alderperson Copple motioned to waive First Reading on Ordinance 2025.14 and Alderman Barnes seconded the motion.

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

Alderman Stowe motioned to adjourn the meeting at 6:09 p.m. and Alderman Rodriguez seconded the motion.
