City of Sandwich City Council met Sept. 25.

Here are the minutes provided by the council:

1. Call to Order: In the absence of Mayor Latham, City Clerk Ii called the meeting to order followed by the Pledge of Allegiance

2. Roll Call:

Present: City Clerk Ii, Aldermen Arnett, Chunn, Erickson, Inman, Ketchum & Robinson Also present: City Administrator Penman & City Treasurer Koehler

City Attorney Gottschalk arrived at 6:06 PM

Absent: Mayor Latham, Aldermen Danko & Kreinbrink, Chief Senne, EEI Engineer Dettman & SEMA Director Eberle

Quorum established

3. Mayor Pro Tem: City Clerk Ii requested a motion to appoint a mayor pro tem due to the absence of Mayor Latham.

Motion made by Alderwoman Erickson, and seconded by Alderman Arnett, appointing Alderman Robinson as mayor pro tem for the remainder of the meeting. Motion carried on unanimously on voice vote

4. Waiving Competitive Bidding: There was a discussion on waiving of competitive bidding requirements for the lead service line replacements for the Main Street project area due to time constraints. According EPA regulations, once a lead service line has been disturbed, replacement must be accomplished within 30 days.

Alderwoman Erickson moved to waive competitive bidding for the lead service line replacements for the Main Street project. Motion was seconded by Alderman Arnett. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum & Robinson Nay:0 Motion carried 6:0

5. Replacement of Lead Service Lines Proposes for Main Street Project: The meeting discussed the replacement of lead service lines on Main Street. Jensen Land Services quoted $10,000 for directional boring and $8,400 for open trenching, while CJ Johnson's bid was $10,233.75. The project involves 20 services, with three confirmed for trenching, 11 for directional boring, and six unconfirmed. The council discussed allowing staff to determine the best approach based on location and restoration needs; also, to ensure proper coordination with the Main Street project contractors to avoid disruptions. The goal is to complete the work within the 30-day limit set by the IEPA, ensuring minimal disruption and cost saving.

Alderman Chunn made a motion to approve replacement lead service lines for residential homes in the Main Street project service area at the most cost effective and timely manner by using open trench, if possible, and directional boring, if necessary, at a cost not to exceed $10,233.75. Alderwoman Inman seconded. Aye: Aldermen Chunn, Erickson, Inman, Ketchum & Robinson Nay:0 Abstained: Alderman Arnett Motion carried

6. Audience Comments: None

7. Adjournment: Motion made by Alderman Robinson to adjourn at 6:50 PM. Motion was seconded by Alderman Chunn. Motion passed unanimously via voice vote.
