City of Sycamore City Council met Oct. 6.
Here are the minutes provided by the council:
ROLL CALL
Mayor Braser called the meeting to order at 6:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were Virginia Sherrod, Chuck Stowe, Marvin Barnes, Alan Bauer, Alicia Cosky, and Mike Rodriguez. Alderperson Nancy Copple was absent. Attorney Keith Foster was also present.

APPROVAL OF AGENDA
MOTION
Alderman Barnes motioned to approve the agenda and Alderperson Cosky seconded the motion. VOICE VOTE
Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 6-0.
AUDIENCE TO VISITORS
Kelsey Musich, DeKalb County Stormwater Management Planning Committee, invited the council and city staff to a water workshop called the Watershed Stewardship for Leaders program which included four sessions on water resources and the importance of those. The dates are: November 6th, December 4th, January 8th, and February 5th 11am to 1:30 pm.
CONSENT AGENDA
A. Approval of the Minutes for the Regular City Council Meeting of September 15, 2025.
B. Payment of the Bills for October 6, 2025, in the amount of $2,751,276.21.
MOTION
Alderman Bauer motioned to approve the Consent Agenda and Alderman Stowe seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Sherrod, Stowe, Barnes, Bauer, Cosky, and Rodriguez voted aye. Motion carried 6-0.
APPOINTMENTS
PRESENTATION, PETITIONS, AND PROCLAMATIONS
A. Presentation of a Goodwill Ambassador Award to Ethan Wargo.
Alderperson Alicia Cosky presented Ehtan Wargo a Goodwill Ambassador Plaque for leading by example, spreading kindness, and showing the true spirit of community.
Ethan Wargo introduced his family and said he wants to open the compliment stand again next summer.
B. A Proclamation Declaring October 5th through October 11th, 2025, as Fire Prevention Week in the City of Sycamore, Illinois.
C. Presentation by City Manager Michael Hall Regarding Pensions.
City Manager Michael Hall gave the pension presentation included here within.

ORDINANCES
A. Ordinance No. 2025.18 - An Ordinance Authorizing Boundary Modifications to the Area Known as the DeKalb County
Enterprise Zone Amendment 5 Southeast DeKalb Industrial Expansion. First and Second Reading.
City Manager Michael Hall said DeKalb County Economic Development Corporation (DCEDC) manages the Enterprise Zone and this is an amendment adding more Enterprise Zone in the City of DeKalb which needs permission from all the participating municipalities.
MOTION
Alderman Stowe motioned to waive First Reading on Ordinance 2025.18 and Alderman Barnes seconded the motion.

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 6-0.

RESOLUTIONS
A. Resolution No. 1019 - A Resolution Authorizing the Mayor to Execute a Legal Services Agreement Between the City of Sycamore and Foster, Buick, Conklin, Lundgren & Gottschalk, LLC.
City Manager Michael Hall said this is a new three-year contract from October 1, 2025, through 2028 with two additional one- year options. They have asked for a 3% increase.

Alderman Barnes motioned to approve Resolution 1019 and Alderperson Sherrod seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Sherrod, Stowe, Barnes, Bauer, Cosky, and Rodriguez voted aye. Motion carried 6-0.
B. Resolution No. 1020 - A Resolution Authorizing the Execution of a Memorandum of Understanding Between the City of Sycamore, Illinois and DeKalb County for the DeKalb County Emergency Services and Disaster Agency (D.C.E.S.D.A.).
City Manager Michael Hall said this formalizes that the county is responsible in case of a disaster.
MOTION
Alderman Bauer motioned to approve Resolution 1020 and Alderperson Sherrod seconded the motion.
VOICE VOTE
Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 6-0.
