DeKalb County Community Mental Health Board Finance Committee met Oct. 7.

1. Call to Order
Mr. Maier called the meeting to order at 6:00 pm
2. Approval of Agenda
Dr. Stromborg moved to approve the agenda, seconded by Ms. Cook. The motion passed unanimously.
3. Approval of Minutes
Dr. Stromborg moved to approve the minutes of the September 2, 2025, meeting, seconded by Ms. Cook. The motion passed unanimously.
4. Office Report
The Director was invited, along with a partner from Waubonsee Community College, to present at a statewide resilience conference in Bloomington. The Board has no issue with conference travel and lodging.
• The Director attended the DeKalb County Board Finance Committee for informational purposes. The County intends to pass a zero-increase budget, resulting in no new revenue to the Board for FY26.
• Ms. Cada, as the new ACMHAI Treasurer, has been working on the transition from the past treasurer.
• A meeting was held with the County Finance Office regarding line-item accuracy and auditor communication.
• Northwestern Medicine will submit a $5,000 request to support participation incentives for the Illinois Youth Survey that Ms. Cada will bring to the October Board meeting for consideration.

6. Approval of October 2025 Claims - Action Needed -
October 2025 Claims
Mr. Maier moved to approve the October 2025 Agency Claims in the amount of $261,486.37, seconded by Ms. Cook. The motion passed unanimously on a roll call vote. Mr. Maier-Yes, Ms. Cook—Yes, Dr. Stomborg-Yes

7. Old Business
a. GY2026 Amended Budget – Action Needed
Ms. Cook moved to forward the amended DeKalb County Community Mental Health Board Budget to the Full Board for approval, seconded by Dr. Stromborg. The motion passed unanimously on a roll call vote. Mr. Maier-Yes, Ms. Cook-Yes, Dr. Stromborg-Yes
8. New Business
a. Vision Grant Status Updates- Most Vision Grant projects are either completed or scheduled to conclude by year-end. A completed report will be presented once all funds are expended.
b. Capital Grant Status Updates- Updates were provided on prior capital grant recipients. Family Service Agency has invited the Board to tour completed improvements at the November board meeting.
c. 2025 Richard J. Schluter Fund updates- All three current-year award recipients successfully utilized their grants for financial training and system enhancements. Feedback has been positive.
d. NM/PESI Training Module purchase - Possible Action
Ms. Cook moved to forward the PESI License cost of 11,9000 for NM and Partnering Agencies to the Full Board for approval, seconded by Dr. Stromborg. The motion passed unanimously on a voice vote.
GY2027 Grant Application & Process - Due to limited available funds, the committee reached consensus to limit FY2027 grant applications to existing funded agencies only and not open the cycle to new applicants. A formal announcement will be made to agencies.
