DeKalb Technical Advisory Committee met Sept. 5.

Here is the minutes provided by the committee:

ATTENDANCE

CALL TO ORDER

Chair Schwartz called the meeting to order and established a quorum at 11:01 A.M.

Introduction of members present was made.

1. Introductions

2. Approval of Agenda

Motion #T0918-01: A motion was made by Mr. Holdeman to approve the September 5, 2018, meeting agenda. Second by Mr. LaLonde and approved by voice vote.

3. Approval of Minutes

Chair Schwartz noted some changes were needed on the previous June 27,2018 minutes. It was identified that Mr. LaLonde was mentioned as seconding a motion, but the meeting attendance indicated Mr. LaLonde was not present. It was requested identify who made the second and correct those minutes if needed.

Motion #T0918-01: A motion was made by Mr. Heckman to approve the May 2, 2018, and June 27, 2018, with the inclusion of the suggested changes. Second by Mr.

Holdeman and approved by voice vote.

4. Public Comment

There was no public comment.

5. DSATS FY 19-23 TIP Revision 2 and 3

Mr. Dickson provided an overview of TIP revisions 2 and 3.

• The Great Western Trail project has been moved to an Active status from of Advance Construction status.

• IDOT District 3 guard rail section replacement has been revised. IDOT requested that this project be moved from SFY18 to SFY19.

• The Peace Road IL-64 interchange project cost was revised from $2,331,000 to $2,106,000. This is a 10% funding change which is under the 50% cost change which allows this modification to be processed as an Administrative Action.

• On the Plank Road safety shoulder project, the east limit of the project was changed from Lukens Road to East County Line Road. The total project cost is was changed from $2,296,600 to $2,081.000. This is a 10% change in funds, which falls under the 50% limit for Administrative Actions.

Chair Schwartz recommended the TIP maps should be updated before presenting to the PC.

6. Pavement & Bridge (PM2) and System Performance (PM3) Performance Targets (Action)

Mr. Dickson explained that the federal government is requiring states and MPOs to implement performance measures on road ways and bridges. The first performance measure that was implemented was the Safety Measure. DSATS opted to implement the state’s safety performance measures. Once the federal government implements a performance measure, the states must then implement a statewide goal to meet those performance measures. After the state adopts those measures, MPOs within that state have six months to either adopt the State’s performance measure goals or create their own.

Recently the state of Illinois presented the state goals for Pavement Conditions and Bridge Conditions (PM2) and System Performance Targets (PM3). PM2 and PM3 measures only apply to interstates and National Highway System (NHS) roads. In the DSATS region, these measures apply to I-88, the state highways, and a small section of Peace Rd from I-88 to Lincoln Highway (IL-38). As the Illinois Tollway and IDOT are responsible for maintaining the interstate and the state highways, on those roads, IDOT will maintain those roads to state PM goals. Only the small section of Peace Road would fall under the jurisdiction of the MPO performance measures, if implemented separate from the state goals. The performance measures and goals are not mandated to locally roads.

Mr. Dickson explained the ratings for the roadways and conditions. Chair Schwartz mentioned that the ratings provided were from 2017. There have been projects since then, so some of the ratings have changed.

Chair Schwartz asked for clarification on NHS route changes for DeKalb County. Mr. Magolan said he would investigate this.

Mr. Dickson gave an overview of the Performance Measure 3 System Reliability and Air Quality Items. The State needs to track NHS performance. Travel time and freight time performance measures are applicable to the regions Interstate system and NHS. The Air Quality measure does not apply to the region.

Mr. DeLille stated that although all performance measures and goals do not apply to the region, DSATS still needs to implement both performance measures.

Motion #T0918-02: A motion was made by Mr. Holdeman to recommended to the DSATS Policy Committee to approve the State’s Pavement & Bridge (PM2) and

System Performance (PM3) Performance Targets. Seconded by Mr. Heckmann, approval by voice.

7. Discussion of SFY2020-2024 STU Projects

Mr. Dickson questioned if the Project Selection Committee should convene prior to the October TAC meeting.

Mr. Holdeman suggests that the Project Selection Committee (PSC) meets directly after the TAC October meeting. The consensus of members was for the PSC to meet after the TAC meeting in October, with projects approved at the November TAC meeting.

8. Staff and Project Updates

Mr. Dickson gave an update on that Active Transportation has been working on new maps with GIS Specialist Casey Heuer.

Chair Schwartz updated members that the Barber Greene Rd. project is coming along. Lane widening is beginning and is on schedule. The East end of County Line Rd. bridge project should be opening at the end of this month.

Mr. Holdeman discussed the ribbon cutting ceremony for the new Kishwaukee Kiwanis Bike Path.

9. What’s new with our State and Federal Partners

Mr. Magolan updated staff that the IL-23 paving project should be completed by October. Mr. Magolan also gave Local updates:

Local Benefits Programs-

Safe Routes to Schools Program- Announcement has been posted on IDOT website and BLRS Circular Letter 2018-14 was issued. Application period September 24- November 19. Announcement of selected projects planned for March 2019.

Township Bridge Program TBP- CL 2018-13 announced the allotments for FY 2019. Unused FY 2015 funds lapsed on August 21, 2019.

Needy Township- A committee with IACE and IDOT is meeting to make slight adjustments to the criteria for the Needy Township program. Based on initial meetings, appear as though the recommended changes are likely to minor.

Truck Access Route Program TARP- Announcement coming soon for FY 2019 Truck Access Route Program. Program funded at $7M level for FY 19.

Unobligated fund balances- IDOT districts are working with LPAs to ensure that unobligated fund balances are being obligated and spent. Reports of unobligated balances are being sent to districts. The goal is to ensure unobligated funds are not causing an inflated Road Fund balance and that funds are being used effectively.

General Maintenance MFT Procedures- The Bureau of Local Roads and Streets has finalizing a revision to Chapter 14 of the BLRS manual. There will be changes to the procedures for FY 19. There is a reduced emphasis on prior approval and estimates. The focus will shift to local agency’s resolutions and the final expense statement. This change and forms which complement this change will be released soon.

GATA- All projects that are on a state letting will use the BLR agreement form, no matter the funding (ITEP, SRTS, EDP, TARP Major Br, etc).

Mr. DeLille updated staff on the upcoming Fall Planning Conference. The hotel has been changed to the PR Marquette. The State is completing a Tier 2 Transit Asset Management Plan. This is to include the new performance measures. ITS Strategic Plan Survey is to be distributed. The Roadway TAM is available on the IDOT website.

11. Adjourn

A motion was made by Mr. Magolan to adjourn the meeting. Mr. Holdeman seconded the motion with an approval by voice vote. Meeting adjourned at 11:53 a.m.
