Village of Kingston Village Board met August 20.

Meeting Call:

The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00 p.m. by President Jim Baenziger, Monday, August 20, 2018 in the Village Board Room, at the Kingston Municipal Building, 101 E. Railroad St., Kingston, DeKalb County, Illinois.

Roll Call:

Upon roll call by President Baenziger, the following were in attendance:

Present: 5, President Baenziger, Trustees Frank Altmaier, Jack Fischer, John Lynch and Steve Van Buren.

Absent: 1,Trustee Joe Hengels.

Also in attendance was Village Attorney Jessica Harrill and Public Works Director, Justin Kamp.

Agenda Additions Or Corrections:

President Baenziger added to New Business the need for a new sign ordinance. Trustee Van Buren added to New Business the possible need for additional stop signs at 2nd Street and East Street.

Minutes:

Motion by Trustee Fischer, seconded by Trustee Lynch to approve the July 16, 2018 Minutes.

Roll Call Vote:

Ayes: 5, President Baenziger, Trustees Altmaier, Fischer, Lynch and Van Buren.

Nays: 0.

Absent: 1, Trustee Hengels.

Motion carried.

Citizens Comments:

Mr. and Mrs. Peterson addressed the Board on the DeKalb County Wind Project.

Unfinished Business:

Property Maintenance Nothing new to report.

109 Main Street (Zoning) Nothing new to report.

New Business:

9305 Eric Circle Damage Done that was done to the Village Roadway as a result of heavy equipment during construction of a new house. If the Board of Trustees do not hear anything from the homeowners, this matter will be turned over to the Village of Kingston Code Inspectors.

Sewer Rate Increase Trustee Fischer went over discussions that were held at the last Sewer Committee Meeting. There will be a rate increase beginning January 1, 2019. The increase will be spread out over a two year period.

Railroad Street Storm Sewer This storm sewer is in Illinois Department of

Transportation's easement. Currently the catch basin is full, Mr. Kamp has reached out to IDOT on quite a few occasions and was told they are too busy. Clerk Lauderdale will reach out to the Illinois State Represenative.

E-Citations - Kingston Police Chief Taft was not in attendance.

Pines Computer Consulting Motion by Trustee Lynch, seconded by Trustee Altmaier to approve for payment invoice number 4066, dated August 12, 2018, in the amount of $675.00 for the Village email migration.

Roll Call Vote:

Ayes: 4, Trustees Altmaier, Fischer, Lynch and Van

Buren.

Nays: 0.

Absent: 1, Trustee Hengels.

Motion carried.

TAT Enterprise Inc. Motion by Trustee Altmaier, seconded by Trustee Van Buren to approve for payment invoice number 1531, dated August 2, 2018, in the amount of $9,993.00 for the road patching on Main Street.

Roll Call Vote:

Ayes: 4, Trustees Altmaier, Fischer, Lynch and Van Buren.

Nays: 0.

Absent: 1, Trustee Hengels.

Motion carried.

HRGreen Motion by Trustee Lynch, seconded by Trustee Altmaier to approve for payment invoice number 120476, dated August 9, 2018, in the amount of $1, 255.93 for General Consulation Services rendered from June 16, 2018 to July 20, 2018 for the Village Engineer.

Roll Call Vote:

Ayes: 4, Trustees Altmaier, Fischer, Lynch and Van Buren.

Nays: 0.

Absent: 1, Trustee Hengels.

Motion carried.

Second Street and East Street Trustee Van Buren stated that he has had complaints by

residents of people using East Street as a "detour" of Main Street and driving in excess of the speed limit. Mutual consensus from the Board was to put stop signs up going North and South at Second Street.

Advertising Signs President Baenziger stated that the sign ordinance needs to be updated. The Village Attorney will follow up to verify a Zoning hearing does not need to be held and help with drafting the ordinance.
