Meeting Call:
The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00 p.m. by President Jim Baenziger, Monday, September 4, 2018 in the Village Board Room, at the Kingston Municipal Building, 101 E. Railroad St., Kingston, DeKalb County, Illinois.
Roll Call:
Upon roll call by President Baenziger, the following were in attendance:
Present: 5, President Baenziger, Trustees Frank Altmaier, Joe Hengels, John Lynch and Steve Van Buren.
Absent: 1, Jack Fischer.
Also in attendance was Village Attorney Jessica Cassandra Gottschalk, Police Chief Taft, Public Works Director, Justin Kamp and Village Engineer Kevin Berry.
Agenda Additions Or Corrections:
None at this time.
Minutes:
Motion by Trustee Hengels, seconded by Trustee Van Buren to approve the August 6, 2018 Minutes.
Roll Call Vote:
Ayes: 5, President Baenziger, Trustees Altmaier, Hengels, Lynch and Van Buren.
Nays: 0.
Absent: 1, Jack Fischer.

Village Officers Report:
Police Department Chief Taft reported that he has been busy with the School Zone. There is also an increase in speeder along Route 72 during the evening.
Attorney Attorney Gottschalk reported that Attorney Jessica Harrill is currently working on the new sign ordinance.
Public Works Mr. Kamp informed the Board that there currently is an infiltration issue with the storm sewer service lines on Thurlby Road.
Village Engineer Engineer Berry reported that there has been a spike in ground water.
Village Clerk Nothing new to report.
Treasurer Not in attendance.
Unfinished Business:
Property Maintenance Nothing new to report.
109 Main Street (Zoning) Chief Taft stated that the back door was open to this property and did a security check. Chief Taft reported that the ceiling is caved in, and what appears to be black mold.
Sewer Rate Increase The Trustees discussed the new rates that Genoa is proposing.
E-Citations DeKalb County Clerk's office may be implementing E- Citations in the near future.
Railroad Street Storm Sewer Clerk Lauderdale has reached out to State Rep. Keicher's office via email for assistance from Illinois Department of Transportation on the clearing of the storm sewers in their easement.
9305 Eric Circle Nothing new to report.
New Business:
Ordinance 2018-10 An Ordinance amending Section 74-68, Stop signs of the Municipal Code of the Village of Kingston. The First Reading was waived by a full majority vote.
Motion by Trustee Altmaier, seconded by Trustee Van Buren to pass Ordinance 2018-10.

Nays: 0.

Enbridge Grant Chief Taft has received $1,000.00 grant funding for a new AED.
B & F Construction Code Svcs. Motion by Trustee Van Buren, seconded by Trustee Altmaier to approve for payment invoice number 10340, dated July 31, 2018, in the amount of $609.95

Fox Valley Fire and Safety Motion by Trustee Hengels, seconded by Trustee Altmaier to approve for payment invoice number IN00196679, dated August 15, 2018, in the amount of $600.00.
