City of Sandwich Regular Council met December 10.

Here is the minutes as provided by the council:

Mayor Olson called the meeting to order at 7:00 pm.


Roll call was taken:

      Present:          Mayor Olson, Deputy City Clerk Teckenbrock, Aldermen Chmielewski, Killey, Kelleher, McMahon, Redden, Robinson & Surratt

                              Absent: Alderman Dell & City Clerk Ii

      Also present:  Attorney Harrill, Department of Public Works / City Engineer Horak. Chief Bianchi & EMA Director Ciciora

                              Absent: City Treasurer Webber

Approval of Minutes:

It was noted that minutes from the COW Meeting of November 19, 2018, have not been prepared for Council approval.

Motion made by Alderman Kelleher, and seconded by Alderman McMahon, to approve the minutes from the Regular Meeting of November 12 & 26, 2018; and the Committee-of-theWhole Council Meeting of December 3, 2018. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Approval of December Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Surratt approving payment of the December semi-monthly bills in the total amount of $193,911.94. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay: 0 Motion carried 7:0

Mayor Olson:

Ordinance 2018-20 entitled “Annual Tax Levy” was presented for first reading and discussion. Regular Council Meeting December 10, 2018 Representatives from Lauterbach & Amens were not present to answer questions; however, Wes Levy was present at a Special Meeting held December 6th to review proposed levies. The recommended proposal shows a 2.1% tax cap compounded with new growth creating an overall 3.18% increase. The 2018 levy request is $1,489,768.00 and the Ordinance will be approved at a Special Meeting to be held Monday, December 17, 2018.

Ordinance 2018-21 entitled “Ordinance Abating the Tax Heretofore Levied for 2018 to Pay the Debt Service on a Portion of $5,600,000 General Obligation Waterworks Refunding Bonds (Alternate Revenue Source) of the City of Sandwich, DeKalb & Kendall Counties, Illinois” presented for passage. Funding for the repayment of the debt comes from the water / sewer fund as budgeted. Alderman Redden made a motion to pass Ordinance 2018-21 as presented, and was seconded by Alderman Robinson. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Ordinance 2018-19 entitled “An Ordinance Amending a Policy Prohibiting Sexual Harassment for the City of Sandwich, Illinois” presented for passage. The Ordinance will amend the City’s harassment policy to comply with new State law PA 100-1066.

Alderman Robinson moved to pass Ordinance 2018-19 as presented. Motion was seconded by Alderman Redden. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Surratt, Redden & Robinson Nay:0 Motion carried 7:0

Engineer Tom Horak Employment Contract: Motion made by Alderman Robinson and seconded by Alderman Redden approving the employment contract for Engineer Horak. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Foster, Buick, Conklin & Lundgren, LLC: No report

City Clerk Ii: In the clerk’s absence, Mayor Olson requested a motion to approve the 2019 city holidays and a motion to approve the 2019 Council & Committee meetings schedule.

Alderman Kelleher moved to accept the 2019 city holidays as presented, and Alderman McMahon seconded. Aye: Aldermen Chmielewski, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Motion was made by Alderman Robinson to accept the 2019 Council & Committee meetings schedule as presented. Alderman McMahon seconded. Aye: Aldermen Chmielewski, Kelleher, Killey. McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Discussion on December 17, 2018 Meetings: Because the Council has cancelled the December 26th meeting, December 17th will be the last meeting of the year. It was suggested to hold the Finance Committee meeting at 6:45 PM followed by a Special Meeting at 7:00 PM. All matters requiring a vote for approval will be placed on the agenda for the Special Meeting. Immediately following the Special Meeting, the COW meeting will meet at 7:15 PM.

City Treasurer Webber: Absent

Director of Public Works / City Engineer Horak:

Plan Commission regular meeting will be on Tuesday, December 11, 2018 at 6:30 pm for a public hearing on PC2018-05: request is for the recommendation of approval of a special use for a family child care home in an R-1 Zoning District for 300 E. Sunset Avenue.

Chief Bianchi reported that he has contacted local bars addressing the smoking issue. The bars were receptive and will be placing additional signage. Additionally, he reported that the Police Benevolent Fund will be conducting Xmas shopping for a few needy children on December 15th, and will be hosting a lunch for approximately 100 seniors at the FVOA on December 18th

EMA Ciciora: No report

Alderwoman Chiemlewski reminded the Mayor that the microphone shared by her and Alderman McMahon does not work.

Alderman Dell: Absent

Alderman Kelleher commended the public works department on addressing the downtown lighting situation.

Alderwoman Killey advised that the next finance committee meeting will be held on Monday, December 17th, 2018, at 6:45 pm.

Alderman McMahon: No report

Alderman Redden: No report

Alderman Robinson reported that Sean Horan has requested 50 hours payout for unused vacation time. Additionally, he reminded residents that snow removal should not be placed on City sidewalks and parkways.

Alderman Surratt: No report

New Business: None

Audience Comments: Bob Perkins questioned if the Police Commission has been instructed on the Roberts Rules of Order, and additionally asked the status of the new police department building.

There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Redden to adjourn the Regular Council meeting at 7:25 pm.
