City of Sandwich Special Council met December 6.

Mayor Olson called the meeting to order at 10:10 am

Present: Mayor Olson, City Clerk Ii, Alderman Redden, Chief Bianchi, Department of Public Works / City Engineer Horak
Discussion 2018 Tax Levy: Wes Levy of Lauterbach & Amen presented two 2018 tax levy proposals. The first proposal showed the 2.1% tax cap compounded with new growth creating a 3.18% increase. The second tax levy proposal, without new growth figured, was a 1.08% increase over last year. It is his recommendation that the City choose the 3.18% levy reflecting new growth, and that would create a dollar increase over last year of $45,956.46. The 2018 levy request is $1,489,768.00.
Police Pension was discussed, and Wes advised that a new actuary be located for next year. The current actuary, Tim Sharpe, recently had his license revoked. The pension fund contribution should increase by $100,000 annually. The 2017 levy request was $280,500.00; however, the City received $268,082.00. This year’s levy request will be $387,518.00.
Staff from Lauterbach & Amen will be available at the next regular council meeting on Monday, December 10th, for a presentation of the levy and available for questions. Passage of the levy will be the following Monday, December 17th at a Special Meeting.
