City of Sandwich Council met Jan. 28.

Here is the minutes provided by the council:

Mayor Olson called the meeting to order at 7:03 PM.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher,

Killey, McMahon, Robinson & Surratt

Also present: Department of Public Works / City Engineer Horak. Chief Bianchi & EMA Director Ciciora

Absent: Alderman Redden, City Attorney & City Treasurer Webber

Approval of Minutes:

Motion made by Alderman Kelleher, and seconded by Alderman McMahon, to approve the minutes from the Regular Meeting of January 14, 2019 and the Committee-of-the-Whole Council Meeting of January 21, 2019. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Robinson & Surratt Nay:0 Motion carried 7:0

Approval of January Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Dell approving payment of the January semi-monthly bills in the total amount of $115,609.83. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Robinson & Surratt Nay: 0 Motion carried 7:0

Mayor Olson:

Class 1 Wastewater Supervisory Operations Contract Ratification: Motion requested for ratification of Mayor’s approval of a 6-month contract with J.C. Roach of Sycamore, IL for Class 1 Wastewater Supervisory Operations for the January 21, 2019 through July 21, 2019. The contract covers the period an employee is on family medical leave.

So moved by Alderman Kelleher, and seconded by Alderman Surratt. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Robinson & Surratt Nay:0 Motion carried 7:0

Snow Removal Discussion: Contrary to popular belief, Mayor Olson explained that there is no City ordinance mandating residents’ driveway and sidewalk snow removal. He further added the City’s priority for snow removal is roadway removal followed by parking lots. The City, however, does have an ordinance banning street parking of vehicles if there is over two inches of snow unless the street has already been plowed. Alderwoman Chmielewski shared complaints that she has received regarding snow covered walkways on school routes causing students to walk in the streets and businesses where snow has been piled prohibiting parking and blocking walkways.

EMA Ciciora cautioned that the forecasted arctic blast for Wednesday is life threatening with predicted wind chills of negative 55. Under such conditions, someone could experience frostbite within five minutes. Mayor Olson added that City Hall / Council Chambers will be a warming center during business hours.

Alderman Kelleher: No report

Alderwoman Killey advised that the next finance committee meeting will be held on Monday, February 4, 2019.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Kelleher to adjourn the Regular Council meeting at 7:14 PM. Motion carried unanimously by viva voce vote.
