MEETING CALL:
The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00p.m. by President Jim Baenziger, 101 E. Railroad St., Kingston, DeKalb County, Illinois.
ROLL CALL:
Upon roll call by President Baenziger, the following were in attendance:
Present: 4, President Baenziger, Trustees Frank Altmaier, Dale Coughran and Joe Hengels.
Absent: 2, Trustees Lynch and Van Buren.
Also in attendance was the Village Attorney, Kevin Buick.

MINUTES: October 5, 2020
Motion by Trustee Hengels, seconded by Trustee Coughran to approve the November 2, 2020 meeting minutes.
ROLL CALL VOTE:
Ayes: 3, Trustees Altmaier, Coughran and Hengels.
Nays: 0.
Absent: 2, Trustees Lynch and Van Buren.
Motion carried.

VILLAGE OFFICERS REPORT:
Police Department Not in attendance
Attorney Nothing new to report at this time. Public Works Not in attendance
Village Engineer Not in attendance
Village Clerk Nothing new to report at this time. Krueger & Associates Not in attendance.
UNFINISHED BUSINESS:
Property Maintenance Trustee Altmaier attended the October Adjudication Hearing and discussed tools given to B&F for improving property maintenance.
Permit Fees Trustee Altmaier is continuing to align the current fee structure to specific and fixed fees.
Windhaven Subdivision Flooding President Baenziger stated that negotiations for the purchase of the land needed in Windhaven will begin.

Village Covid-19 Policy Motion by Trustee Coughran, seconded by Trustee Altmaier to pass the Village Covid-19 Policy.

Absent: 2, Trustee Lynch and Van Buren.

Memorandum of Understanding Motion by Trustee Hengels, seconded by Trustee Altmaier Between DeKalb County and to approve the Memorandum of Understanding between the Village of Kingston DeKalb County and the Village of Kingston for the purpose of enhancing economic development opportunities by sharing geographic information.
ROLL CALL VOTE:
Ayes: 3, Altmaier, Coughran and Hengels.

Kishwaukee Water Reclamation Motion by Trustee Hengels, seconded by Trustee Coughran District to approve for payment invoice number Kingston-04, dated October 9, 2020, in the amount of $1000.00 for the Northern DeKalb County Sewer Study (Invoice #4 of 5).

Carus Invoice Motion by Trustee Altmaier, seconded by Trustee Hengels to approve for payment invoice number SLS 10087417, dated October 14, 2020, in the amount of $1081.56 for chemicals for the Public Works Department.

Illinois Municipal League Renewal Motion by Trustee Hengels, seconded by Trustee Altmaier to approve for payment invoice number 0968, dated October 2, 2020, in the amount of $30,482.00 for the Village's annual renewal contribution.

COMMENTS:
Trustee Altmaier stated he did not make the Regional Planning Commission meeting and advised that the Board needs to appoint a back up replacement.
