Village of Kingston Village Board Met Dec. 21.

Here is the minutes provided by the board:

MEETING CALL:

The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00p.m. by President Jim Baenziger, Monday, December 21, 2020, at the Village Hall, 101 E. Railroad St., Kingston, DeKalb County, Illinois.

ROLL CALL:

Upon roll call by President Baenziger, the following were in attendance:

Present: 5, President Baenziger, Trustees Frank Altmaier, Dale Coughran and Joe Hengels.

Absent: 2, Trustees Lynch and Van Buren.

Also in attendance was the Village Attorney, Kevin Buick.

AGENDA ADDITIONS OR CORRECTIONS:

None at this time.

OMNIBUS AGENDA:

Motion by Trustee Hengels, seconded by Trustee Coughran to approve the December 7, 2020 Omnibus Agenda.

ROLL CALL VOTE:

Ayes: 3, Trustees Altmaier, Coughran and Hengels.

Nays: 0.

Absent: 2, Trustees Lynch and Van Buren.

Motion carried.

TREASURER'S REPORT: Approved.

WARRANTS: Approved.

MINUTES: Approved December 7, 2020.

CITIZENS COMMENTS:

Village Resident Chad Poegel addressed the Board regarding moving his business to the Village of Kingston.

UNFINISHED BUSINESS:

Property Maintenance 

The Trustees discussed ongoing Property Maintenance issues and the possible need for an Ordinance on rental property.

Clerk Lauderdale will contact Mr. Helenowski as to the status of the parts for the repair of the Wind Turbine on Glidden and Route 72.

Permit Fees 

Trustee Altmaier is still in the process of completing the final draft.

Windhaven Subdivision Flooding 

The Village Engineer was not in attendance, but did provide the Trustees an email with the current status. The Department of Natural Resources has been in the

Windhaven Subdivision surveying.

The appointment of a Regional Planning Commission member back up.

No action taken by the Board at this time.

UNFINISHED BUSINESS CONTINUED:

Ordinance 2020-11 

Motion by Trustee Hengels, seconded by Trustee Altmaier to pass the 2020 Tax Levy for the Village of Kingston.

ROLL CALL VOTE:

Ayes: 4, President Baenziger, Trustees Altmaier, Coughran

and Hengels.

Nays: 0.

Absent: 2, Trustees Lynch and Van Buren.

Motion carried.

Sensus Upgrade 

Clerk Lauderdale gave an updated status.

NEW BUSINESS:

Genoa Chamber of Commerce 

Motion by Trustee Hengels, seconded by Trustee Coughran to approve for payment invoice number 2624, dated December 14, 2020, in the amount of $125.00 for the annual contribution.

ROLL CALL VOTE:

Ayes: 3, Trustees Altmaier, Coughran and Hengels.

Nays: 0.

Absent: 2, Trustees Lynch and Van Buren.

Motion carried.

B & F Construction Code Svcs. 

Motion by Trustee Altmaier, seconded by Trustee Coughran to approve for payment invoice number 13781, dated December 8, 2020, in the amount of $540. 20 for November miscellaneous plan reviews, inspections and property maintenance.

ROLL CALL VOTE:

Ayes: 3, Trustees Altmaier, Coughran and Hengels.

Nays: 0.

Absent: 2, Trustees Lynch and Van Buren.

Motion carried.

2021 Board Meeting Calendar 

Motion by Trustee Hengels, seconded by Trustee Coughran to approve the 2021 Board Meeting Calendar.

ROLL CALL VOTE:

Ayes: 3, Trustees Altmaier, Coughran and Hengels.

Nays: 0.

Absent: 2, Trustees Lynch and Van Buren.

Motion carried.

COMMENTS:

The Trustees requested that Rock River Energy attend a future Board meeting to discuss the future Aggregation.

Trustee Hengels motion, seconded by Trustee Coughran to adjourn the meeting at 7:38p.m.
