Mayor Robinson called the meeting to order at 7:02 PM

Roll call was taken:

Present: Mayor Robinson; City Clerk Ii; Aldermen Dell, Kelleher, Killey, Kreinbrink, Littlebrant, Surratt & Whitecotton

Also present: Attorney Harrill, Director of Public Works / City Engineer Horak, Building Official Steffens, Chief Bianchi & EMA Director Ciciora

Consent Agenda: Motion made by Alderman Dell, and seconded by Alderman Surratt, to adopt the Consent Agenda. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 8:0

a. Approval of Regular Council Meeting Minutes of January 11, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of January 18, 2021 

c. Approval of January bills totaling $ 141,956.13

Mayor Robinson shared an update on Covid vaccines that can be found on the websites for DeKalb and Kendall Counties. Both sites explain the eligibility process for the vaccine and updated information.

Director of Public Works / City Engineer Horak

(1) Engineer Horak reported that the Zoning Board of Appeals (ZBA) meeting scheduled for January 26, 2021, has been cancelled.

(2) Solar Array Project for the Wastewater Treatment Facility – Keystone Power Holdings, LLC: Inclement weather prevented a Keystone representative from attending the meeting. Engineer Horak requested a motion authorizing Mayor Robinson to sign the Letter of Intent to exclusively negotiate with Keystone for a minimum of 180 days and act in good faith in an attempt to negotiate a power purchase agreement.

So moved by Alderman Kelleher and seconded by Alderman Littlebrant. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 8:0

(3) Main Street – Center to 2nd Street Sidewalk and Street Light Replacement: Engineer Horak requested authorization for the Mayor to sign the engineering services agreement with Hampton, Lenzini and Renwick, Inc. in an amount not to exceed $50,115.00. Project will be submitted for use of the Rebuild Illinois funds.

Motion made by Alderman Kelleher. Seconded by Alderman Surratt. Aye: Aldermen Dell, Kelleher, Killey, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Moton carried unanimously

(4) Announcement: The City has received a recorded Quitclaim Deed from the Sandwich Fair Association correcting a scrivener’s error in a previous legal description for the Ash Street detention basin. The Fair Association deeded a 159’ x 18’ parcel of land to the City.

Aldermen Reports: None

Announcements: The next Finance Committee Meeting will be held on Monday, February 1, 2021 following the Committee-of-the-Whole Meeting.

Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Kelleher to adjourn the Regular Council meeting at 7:09 PM. Motion carried unanimously via vice voce vote.
