City of Sandwich Committee of the Whole Council Met Feb. 1.

Here is the minutes provided by the committee:

Mayor Robinson called the meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Robinson; City Clerk Ii; Aldermen Dell, Killey, Kreinbrink, Littlebrant, Surratt & Whitecotton

Also Present: City Attorney Harrill, Department of Public Works Horak, Building Official Steffens, Sergeant Ikemire & EMA Director Ciciora

Absent: Alderman Kelleher and Chief Bianchi

Mayor Robinson

Executive Session: Mayor requested Executive Session at the end of the meeting for FOP contract under 5 ILCS 120 / Section 2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees”. No action will be taken after Executive Session.

Budget FY 2021-2022: Wes Levy will be at next week’s meeting to discuss the upcoming fiscal budget. Mayor Robinson said that Wes will have an analysis by the end of the week on the 5-year capital improvement budget.

Snow Removal: Mayor Robinson noted that the City has experienced 2 major snowstorms in the past week. The City has received many compliments and some complaints. He noted that there were numerous complaints posted on Facebook regarding destroyed mailboxes and yet no calls were received by City Hall for restitution.

Audience Comments: Miller Court resident Mary Plante expressed her annoyance with the snowplowing of Miller Court. She said it is yearly complaint that the snowplowing blocks access to mailboxes and driveways on her cul-de-sac. She suggested that the City spread the snow onto the walkways and City rights-of-way.

COW Council Meeting February 1, 2021

City Department Reports:

Chief Bianchi: Sergeant Ikemire was present in Chief’s absence – No report Director of Public Works / City Engineer Tom Horak

1. Clark Street WTP Pressure Filter Media Replacement Project: Bid opening is scheduled for Wednesday, February 10th at 10:00 am.

2. Lower Little Rock Creek Watershed Study: The Goals Workshop Virtual/Remote Meeting is scheduled for Wednesday, February 17, 2021 at 10:00 am. Audience participation in this workshop meeting will assist in setting the watershed project goals and priorities. The study should be completed by August, 2021.

3. 2021 MFT General Maintenance (21-0000-00-GM): A copy of the IDOT “Maintenance Engineering” was provided to Council plus the Engineer’s Opinion of Probable Construction Cost for the traffic signal improvements at $164,413.00. HLR (Hampton, Lenzini & Renwick, Inc.) ) would be paid 5% for preliminary engineering and 6% for engineering inspection in addition to their base fee. Street maintenance to be covered were discussed at last week’s meeting. Additional street locations will also be cautiously reviewed due to budgeting and the availability of MFT remaining from the Latham Street project.

Announcements: The Finance Committee Meeting will meet immediately following the Committee of-the-Whole Meeting on February 1, 2021.

Executive Session: Motion made at 7:21 PM by Alderman Surratt and seconded by Alderwoman Killey to go into Executive Session for FOP contract under 5 ILCS 120 / Section 2(c)(2) “Collective negotiating matters between the public body and its employees or their representatives or deliberations concerning salary schedules for one or more classes of employees”. Aye: Aldermen Dell, Kelleher, Kreinbrink, Littlebrant, Robinson, Surratt & Whitecotton Nay:0 Motion carried 7:0

Motion made by Alderman Surratt to return to regular session at 7:36 PM. Motion was seconded by Alderman Dell. Moton carried unanimously on voice vote.

Adjournment: There being no further business to come before the Council, motion made by Alderman Surratt and seconded by Alderman Littlebrant to adjourn the Committee-of-the Whole Council meeting at 7:36 PM. Motion carried unanimously on voice vote.
