K. ORDINANCES – SECOND READING 

1. Ordinance 2021-016 Amending Chapter 51 “Traffic”, Schedule C “Parking Prohibited”, Section 18 “No Parking at Any Time Except For Residents: Tow  Zone”, and Schedule E “Limited Parking”, Subsection “Ten Minutes, for the  Purpose of Loading and Unloading Persons”, as it Pertains to Parking  Restrictions for Portions of Barb Boulevard. 

City Manager Summary: The Council considered this ordinance on first reading on  April 26. Several Barb Boulevard residents (Mike Tritle and Tom Riley) spoke in favor  of the proposed regulations, which allow for the establishment of resident-only street  parking without the need for registering each vehicle as is the case with neighborhoods  where the Safe Streets initiative applies.  

Additionally, to accommodate the youth sport traffic which is the principal cause for  the proposed Barb Boulevard regulation, a loading zone allowing up to three vehicles  simultaneously, each for ten minutes, is being added on the south side for the  convenience of teams both before and after events, and for those attendees with  mobility concerns given the distance of the nearby school parking lot to the east. 

Since the Council meeting of April 26, City Engineer Zac Gill has addressed several  resident inquiries which have requested more detailed information about on-street  parking restrictions. To clarify: 

▪ Parking on the north side of Barb Boulevard between S. First and S. Second Streets  is restricted to residents and their guests. All vehicles parked on the north  (westbound) side of Barb Boulevard must display city-issued parking tags or risk a  tow. The parking tags will be issued at no charge by the Public Works Department  and will be mailed annually to residents whose properties front the north side of Barb  Boulevard.  

▪ Parking on the south (eastbound) side of Barb Boulevard is unrestricted except for  a designated 10-minute loading and unloading zone.
