1. Airport Operations

Airport Manager’s Summary: I worked with Matt Rose, City Attorney, who crafted the letter that will be sent to all tenants which requests that they provide updated information in accordance with their leases for Certificate of Insurance, pilot’s license number, aircraft registration for hangared aircraft, and airworthiness records.

Please see attached charts on pages 4-6 showing regional hangar rates comparisons for consideration.

Air/Ground Operations

Airport Manager’s Summary:

Our 100LL AvGas and JetA in-ground fuel tank In-tank inspections are scheduled for Thursday and Friday, Sep. 30 and Oct. 1. Following successful inspections, we will be ordering JetA fuel, as we are down to approximately 2400 gallons between the truck and farm.

We are anticipating delivery of the new 100LL AvGas truck by mid-October, at which time we will surplus the old truck as a trade-in on the purchase. We will continue to assist AvGas customers at the fuel farm if requested.

We will be training Line Service Staff in deice truck operations in October. We will be ordering Type IV deice fluid for the truck, as the fluid we received in the used truck has not passed testing, twice, due to

contamination.

2. Fuel Revenues

*DKB-4800 Resurface R2/20 construction commenced on Aug. 9 with the closure of R2/20, which remains closed through at least Oct. 1, but likely through Oct. 6.

A 100LL AvGas fuel load was received on Aug. 27. Our current 100LL AvGas prices are $5.00/gal, full serve, and $4.60/gal, self-serve; JetA is $3.85/gal.

The previously proposed tenant pricing structure that was tabled during the Aug. 24, 2021, meeting is open for discussion.

3. TIP Projects (Transportation Improvement Program)

a. DKB-4556 Replace the Existing Visual Approach Slope Indicator (VASI) Units on Runway Ends 2, 20 and 27 with Precision Approach Path Indicator (PAPI) Units

Airport Manager’s Summary: We are awaiting the FAA Flight Check to certify the new lighting installations which will take place following the completion of DKB-4800 Resurface R2/20.

b. DKB-4800 Rehabilitate Runway 2-20

Airport Manager’s Summary: DKB-4800 Resurface R2/20 construction commenced on Aug. 9 with the closure of R2/20, which remains closed through at least Oct. 1, but likely through Oct. 6. R9/27 closed on Mon., Sep. 20 and is anticipated to be closed through Fri., Oct. 1. Once the final pavement has been striped, the asphalt will be allowed to cure for 30 days, at which time the contractor will return and groove the surface. After grooving they will repaint the runway markings, as long as the weather conditions are conducive, otherwise final paint will be delayed until the Spring. The contractor will end up exceeding the allotted 50 total days for the project, and IDOT-DOA has indicated that Liquidated Damages will be assessed to their contractual agreement.

During the intersection construction closure of both runways, several air operations issues have arisen caused by pilots who were either oblivious to the NOTAMs indicating the closures or deliberately ignored the NOTAMs and safety equipment indicating the closures.

c. DKB-4875 Rehabilitate Taxiway C

Airport Manager’s Summary: The construction bid was awarded by IDOT-DOA to William Charles Construction; construction anticipated in FY 2022.

d. Rebuild Illinois Airport Capital Improvement Program (ACIP)

Airport Manager’s Summary: IDOT decided to group all Federal grant awards into one grant agreement which required an adjusted GATA form. DeKalb has been awarded a total of $75,000, with the CARES Act funds ($30,000) being distributed in FY 2020, and the remainder ($45,000) expected to be awarded yet this FY2021.

F. New Business

1. Airport Improvements

a. FBO Redesign

Airport Manager’s Summary: The Pilot Lounge recliners and FBO Lobby furniture were delivered early September, and we have received many compliments on them.

b. Solar Installation

Airport Manager’s Summary: The current plan will be presented to the City Council on October 11 as a “Consideration,” and, if they are agreeable, a contract will be presented on October 25.
