B) Approve A Downtown Façade Improvement Program Grant Agreement With Lloyd Landscaping, Not To Exceed $4,800
Lloyd Landscaping (where Warehouse on Park is also located) has applied for a Façade Grant to paint the existing red cinder block white, replace existing red siding with black siding, add a window, remove a door, and add some stone veneer. The project also includes new awnings above doors and lights above doors. The total project cost is $9,600 (accounting for taxes), and therefore the project is eligible for up to $4,800 to be reimbursed. Drawings and product details are included in the packet.
C) Approve The Purchase Of 3 2024 Chevy Trucks From Green Family Chevrolet, Not To Exceed $118,732.78
D) Approve The Purchase Of 72 Water Meters And Radios From Winwater, Not To Exceed $19,100

L) Approve A Resolution For Maintenance Under The Illinois Highway Code
Municipalities are required to receive approval from the Illinois Department of Transportation before the expenditure of Motor Fuel Tax Funds. As outlined in the attached ordinance, the City is requesting approval from the Illinois Department of Transportation for the expenditure of $20,000 on road salt and $70,000 on street lighting, both of which are eligible Motor Fuel Tax expenses. Both of these expenditures were included in the City’s Budget within the Motor Fuel Tax Fund.
M) Approve An Ordinance Establishing Employees’ Right To Paid Leave
Effective January 1, 2024, a new law takes effect requiring that all employers provide a minimum of 40 hours of paid leave to full-time employees (the City currently does this under our Personnel Policy) and 1 hour of paid leave per 40 hours worked by part-time employees. The attached ordinance complies with this new law as it is applicable to municipalities.
