Village of Hinckley Board of Trustees met Sept. 11

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by Interim Village President Quirk at 7:00 PM.

Roll call was taken showing the following:

Present: Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Deputy Clerk Kathy Michaels, Ceneca Wagner, Brandon Kramer, Treasurer Dave Maroo, Dale Youngers, Village Attorney Tait Lundgren, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: August 28, 2023, Regular Board Meeting Minutes Trustee Klambauer moved to approve the minutes from August 28, 2023, and Trustee Prickett seconded the motion. Roll call vote: Quirk-Aye, Klambauer- Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Pricket moved to approve the invoices as presented and Trustee Gayhart seconded the motion. Roll call vote: Klambauer- Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk Aye. Motion carried.

PRESIDENT’S REPORT

No Report.

ATTORNEY’S REPORT

Attorney Lundgren stated that he is waiting on the revised contract from American Tower. Lundgren stated he would follow up with them again. Once he receives the contract, he will review it and hopefully we can put it on the next Regular Board Meeting on September 25th.

Streets & Alleys

For Discussion/Approval: 125 S. May Street (Sidewalk and Road Repair) NTE $5565.00 Trustee Kula and Constant wanted to confirm with Ceneca Wagner that this would take care of the problem. Ceneca stated it would eliminate the gully and be a positive change. Trustee Gayhart stated that they would also extend the hydrant at that location since it has sunk down. Ceneca also stated that there is an estimate for the Lead Service Line Repair and concrete work on Maple Street. It is a separate estimate and included because no one will come out and do just one square of concrete. Trustee Kula moved to approve the 125 S. May Street (Sidewalk and Road Repair) NTE $5565.00, and Trustee Klambauer seconded the motion. Roll call vote: Prickett-Aye, Kula-Aye, Gayhart-Aye, Constant-Aye, Quirk-Aye, and Klambauer-Aye Motion carried.

For Discussion/Approval: 2023 MFT Road Program NTE $276,000.00

Brandon Kramer stated that Builders Paving was the lowest bid for the 2023 MFT Road Program. He stated that they could start early to mid-October and the project would take 2 weeks. Trustee Kula and Trustee Gayhart were concerned about the curbing on Maple Street stating it was light in the amount of curbs at 157 feet. Kramer stated the numbers are flexible and it may be 200 feet. They can play with the numbers. Ceneca Wagner stated we have never had any flooding issues on Maple Street. Trustee Prickett asked if next time they could get more plans to look over. Kramer stated it would cost more money for a full set of plans with MFT. Trustee Quirk moved to approve 2023 MFT Program NTE $276,000.00 and Trustee Klambauer seconded the motion. Roll call vote: Kula-Nay, Gayhart-Nay, Constant-Aye, Quirk-Aye, Klambauer-Aye, and Prickett-Aye. Motion carried.

For Discussion/Approval: Donald Street Widening NTE $174,000.00

Brandon Kramer stated that Universal Paving was the lowest bid for Donald Street Widening. Universal could start early to mid-October and the project would take 2 weeks for the 3 blocks. Trustee Kula moved to approve Donald Street Widening NTE $174,000.00 and Trustee Klambauer seconded the motion. Roll call vote: Gayhart-Aye, Constant-Aye, Quirk-Aye, Klambauer-Aye, Prickett Aye, and Kula-Aye. Motion carried.

For Discussion/Approval: Donald Street Widening Phase III Professional Services Agreement Trustee Kula was concerned that the temperature was not going to be favorable for paving. Kramer stated that there would be no issue and both Universal and EEI will be taking the temperature of the asphalt when it is being done. Trustee Quirk moved to approve Donald Street Widening Phase III Professional Services Agreement and Trustee Kula seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

Buildings, Grounds & Parks

Trustee Klambauer advised the board that our roof at Village Hall is in very bad condition. Beth has put a call into the insurance company to see what we need to do. Ceneca stated this is the original roof and needs to be replaced. Trustee Klambauer stated she will keep the board updated.

Water & Sewer

For Discussion/Approval: Professional Services Agreement for Lead Service Line Replacement Trustee Gayhart stated the home on Maple Street should be done on Wednesday, September 13, 2023. If all goes well, Brandon and I will sit down and go over the PSA to see what needs to be taken out. We will put it on the next Regular Board Meeting, September 25, 2023.

OPEN DISCUSSION

Trustee Kula spoke with a gentleman at Illinois Safe Routes to School Program there are no more funds available. Hopefully there will be some next year.

Trustee Constant moved to adjourn the meeting at 7:38 pm and Trustee Prickett seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on September 25, 2023.
