Village of Kingston Board of Trustees met Sept. 18.

Here are the minutes provided by the board:

1. CALL MEETING TO ORDER

President Lynch called the meeting to order at 7:00 p.m.

2. PLEDGE OF ALLEGIANCE

President Lynch led the Pledge of Allegiance.

3. ROLL CALL

Present: President John Lynch, and Trustees Frank Altmaier, Joe Hengels, Howard Lyle, and Steve VanBuren

Absent: Trustee Dale Coughran

Others in Attendance: Police Chief Gerald Taft

4. AGENDA ADDITIONS OR CORRECTIONS

Trustee Hengels asked that ‘Discussion on 3rd Street and Main’ be added to the agenda.

5. OMNIBUS VOTE AGENDA

a. September 5, 2023 Regular Village Board Meeting Minutes

b. June 15, 2022 Finance Committee Meeting Minutes

c. Treasurer’s Report

d. Warrants/Bills Payable

Trustee Altmaier made a Motion to Approve the Omnibus Agenda. Trustee VanBuren seconded the Motion. Trustee Hengels asked that item number d. Warrants/Bills Payable be removed from the Omnibus Vote Agenda. Motion to Approve the Omnibus Agenda Items a, b, and c passed on the following roll call vote:

Ayes: 4 - Trustees Altmaier, Hengels, Lyle, VanBuren

Nays: 0

Absent: 1 – Coughran

Trustee Hengels discussed concerns with the mower purchase.

Trustee Hengels made a Motion to Approve the Warrants/Bills Payable. Trustee Altmaier seconded the Motion. Motion passed on the following roll call vote:

Ayes: 4 - Trustees Altmaier, Hengels, Lyle, VanBuren

Nays: 0

Absent: 1 – Coughran

6. CITIZENS COMMENTS

8. OLD BUSINESS

a. Discussion on Property Maintenance (Updates and issues)

Trustee Altmaier shared that he has spoken with Chief Taft about administrative adjudication cases for the next hearing date and followed up with Attorney Tim Conklin on possible solutions to the continued case.

b. Discussion on Windhaven Subdivision Flooding/DNR Status

9. NEW BUSINESS

a. Discussion and possible approval of Warrant List for Items Over $500.00 dated September 18, 2023

Discussion on 3rd Street and Main

Trustee Hengels discussed finishing work that needs to be done on the culvert pipe. President Lynch confirmed that the work is scheduled to be done.

President Lynch shared that Trustees Hengels and Altmaier are going to Gardner, Illinois to view the wastewater system on September 24, 2023. Trustees Altmaier and Hengels would like to have a tour of the Village’s water and wastewater systems.

Trustee Altmaier asked if the Village needed to discuss or approve the DeKalb County Hazard Mitigation Plan. Chief Taft discussed the Hazard Mitigation Plan and things that can be implemented in the Village. Trustee Altmaier shared the Village needs to update the projects on the plan and asked that it be added to the next agenda.

11. ADJOURNMENT

Trustee Hengels made a Motion to Adjourn. Trustee Lyle seconded the Motion. Motion passed on the unanimous voice vote of those present at 7:26 p.m.
