F. AWARDS AND RECOGNITIONS:
1. Proclaim October 4, 2023 as Energy Efficiency Day in the City of Naperville Councilman Holzhauer presented the Proclamation.
G. PUBLIC FORUM:
Plastic bag ordinance in Naperville
Anu Verma (Naperville; Accelerate Climate Solutions, NEST, and Organizing for Plastic Alternatives) discussed plastic bag statistics and asked the City to implement a bag fee or ban plastic bags altogether.
Council discussed statistics, implementing a tax, and the need to define a policy goal and plan for what would replace a plastic bag.
Verma explained that full ban is preferred, implementing a fee is an option, and that residents can create shopping bags from old t-shirts.
Council discussed the recent student survey of businesses regarding the elimination of plastic straws, that many businesses voluntarily eliminated plastic straws, that a ban or a tax are not preferred, negotiations with current garbage hauler regarding sustainable solutions, and the appropriateness of having staff research voluntary options.
Krieger stated that NEST should submit a proposal to the City's Sustainability Coordinator.
NEST 9/25 Community Meeting Recap
Maureen Stillman (Naperville; NEST) discussed the meeting and the goal of moving toward a clean energy vision.
Mid-century architectural surveys
Becky Simon (Naperville; Naperville Preservation) distributed the architectural survey of the East Highlands and River Haven Estates.
Staffing shortages and the proposed parking lot ordinance Mary Anne Curtis (Naperville) stated workers want good paying jobs with benefits, spoke against contracting out and part time/temp work, and questioned the parking garage nuisance ordinance language.
Reliability of Electricity
Greg Hubert (Naperville) discussed IMEA reliability and the IMEA board.
Touch My Heart
Rick Montalbano (Naperville; Touch My Heart) updated the Council on recent staff visits and asked that they reconsider sunsetting the variance.
Digital Advisory Council
Nag Jaiswal (Naperville) asked Council to create an advisory board where residents can volunteer to help with technology related issues.
Council asked where a board could provide input.
Jaiswal discussed contract, permitting, and finding solutions for underlying business processes.
Nguyen explained Customer Relations Management (CRM) technology, purchasing processes, workflow examinations, technology requirements, and the need for new technology to be integrated with many internal/disparate systems.
Council discussed the appropriateness of changing the department based on the speaker’s recommendation, moving to the Cloud, and solution inefficiencies.
Nguyen explained that staff evaluates each responsibility/issue and recommends a Cloud or on-premise solution.
Mayor stated that this recommendation can be included in the upcoming comprehensive Board/Commission review.
There was not consensus to create digital advisory board to evaluate processes.

Council asked for ordinance clarification to ensure there are no unintended consequences.
Zbrozek responded that the Police Department has reviewed the calls for service, that most are calls related to nuisance and parking decks being used for purposes other than parking and walking to/from vehicles, that patrons are given the opportunity to comply before being issued a citation, and that simply walking through the garage does not rise to the level of a citation.
DiSanto further explained the intent behind the ingress/egress language.

Marilyn L Schweitzer (Naperville) - Please either table this item or do not pass it on it’s first reading. I get the gist of what is happening and the proposed concept to improve matters, but I think there may be circumstances that miss the mark.
Perhaps it the ordinance could simply make it prohibitive for any person or persons to block the egress and ingress of vehicles, bicycles and persons who desire to use the garage.
