DeKalb County Board of Review met Nov. 8.

Here are the minutes provided by the board:

Those in attendance: Dan Cribben, Chairman; John Linderoth and Brian Rosenow, Members; Bridget Nodurft, CCAO; and Michelle Christensen, Chief Deputy.

I. Call to Order: Chairman called the meeting to order at 9:00 am.

II. Roll Call: Chairman asked that the record show all members present.

III. Review Agenda for Approval / Amendment: John moved to approve agenda as written. Brian seconded motion. All in favor, so moved.

IV. Approval of Prior Meeting Minutes: John moved to approve October 11, 2023 minutes. Brian seconded motion. All in favor, so moved.

V. Public Comments: None

VI. Work Load

a) Review to Approve / Deny Disabled Person Exemptions (HEPD): After Board review, John moved to approve 2 New and 4-Renewal HEPD applications. Brian seconded motion. All in favor, so moved. See attached list.

b) Review to Approve / Deny Disabled Veteran Exemptions (SHEDV): After Board review, John moved to approve 7-New and 6-Renewal SHEDV applications. Brian seconded motion. All in favor, so moved. See attached list.

c) Review to Approve / Deny Senior Exemptions (HE): After Board review, John moved to approve 22-New HE applications. Brian seconded motion. All in favor, so moved. See attached list.

d) Review for Recommendation to IDOR for Non-Homestead Exemptions: After Board review, John moved to recommend application submitted receive a pro-rated exemption from date of ownerhsip. Brian seconded motion. All in favor, so moved. See attached list.

e) Review to Approve / Deny Certificate of Errors (CofE): After Board review, John moved to approved CofE numbers 774-797, comprised of: 2022-24, 2021-1, with a grand total of 25. Brian seconded motion. All in favor, so moved.

f) Review to Approve / Deny Assessor Changes: After Board review, John moved to approve ASR changes #1-118, of which, one was suspended becoming a Board of Review Appeal and 8 being Stipualtions. Brian recused himself from 2 changes and seconded motion. All in favor, so moved.

Future meeting dates: November 20, 2023 December 13, 2023

VI. Work Load continued…

g) Review to Approve / Deny Mapping Changes: After Board review, John moved to approve Mapping Changes #1 – 19. Brian seconded motion. All in favor, so moved. h) Review, Prepare and Make a Recommendation for PTAB Appeals: Bridget informed the Board that we received one 2021 PTAB file requesting an assessment rollover to 2022 assessment year.

VII. Other Business:

a. Dan asked if the law was signed regarding local township consolidation. Bridget explained that should the law pass the township consolidation would begin the year of 2030. b. Bridget informed the Board that the Shabbona/Paw Paw Township Assessor will be retiring at year’s end. As such, there is a potential of the Assessment Office assuming the Assessor Duties.

c. Board discussed the 2023 appeal season. Bridget reminded Board of the definition of assessment equity regarding appeals filed. Thus far, we are receiving mostly commercial appeals. Per Board of Review Rules additional evidence may be requested from the appellant prior to the hearing. Bridget suggested that income statements be requested from those appealling which are income producing, as needed.

Assessment Office will schedule Waive Hearings for November 20, 2023.

Bridget informed Board the Annaul Assessor Meeting will be scheduled for December 8, 2023.

Brian mentioned for next year’s rules to include language regarding removal of a Board Member.

VIII. Adjournment: John moved to adjourn the meeting. Brian seconded motion. All in favor, so moved. Meeting adjourned at 11:25 am.
