DeKalb County Facilities & Technology Committee met May 7.

Here are the minutes provided by the committee:

The Facilities & Technology Committee of the DeKalb County Board met on Tuesday, May 7, 2024, in the Legislative Center’s Gathertorium in Sycamore, Illinois. Chair Michelle Pickett called the meeting to order at 6:30 p.m. Those members present were Scott Campbell, Laurie Emmer, Kathy Lampkins, and Chair Pickett. A quorum was established with four members present and two absent. Others present included Administrative Analyst Liam Sullivan, Information Management

Director Sheila Santos, Facilities Management Director Jim Scheffers, and County Board Chair Ellingsworth Webb. Rhonda Henke arrived at 6:32 p.m. and Stewart Ogilvie arrived at 6:36 p.m.

APPROVAL OF THE AGENDA

Laurie Emmer moved to approve the agenda as presented. Kathy Lampkinsseconded the motion, and the motion was approved.

APPROVAL OF THE MINUTES

Rhonda Henke moved to approve the April 2, 2024 minutes. Scott Campbell seconded the motion, and the motion was approved.

None

RESOLUTIONS

Resolution R2024-069 – A Resolution Approving the Annual Renewal of CrowdStrike Antivirus Software from GovConnection, Inc. of Merrimack, NH in the Amount of $50,374.15. Kathy Lampkins motioned to advance R2024-069 to the full county board and Laurie Emmer seconded the motion.

Sheila Santos provided an overview of the CrowdStrike product that was initially implemented in 2022. She outlined that, unlike the prior antivirus system used by the county, the CrowdStrike software provides for live protection, which removes any delay in implementing a defense against malicious threats. She explained that the CrowdStrike package includes insurance against cyberattacks and that CrowdStrike has proven to provide consistent protection for the county.

The motion was approved.

Resolution R2024-070 – A Resolution Authorizing the Procurement of Mobile Computers for Use by the County Board.

Laurie Emmer motioned to forward R2024-070 to the full county board and Kathy Lampkins seconded the motion.

Liam Sullivan provided an overview of the mobile computer options and added that hard copy/paper packets would be made available in the future to any county board member that prefers not to use a device to review meeting materials.

Sheila Santos shared the results of her survey of other counties in the area whose county boards utilize mobile devices. She outlined the information she received from these counties on how the devices are used as well as the pros and cons experienced with the devices.

Following discussion, Laure Emmer moved to amend the original motion by detailing that the committee recommends the utilization of iPads with keyboards and covers to be maintained on county property and that R2024-070 be advanced to the full county board. Kathy Lampkins seconded the motion and the motion passed.

CONSIDERATIONS

Consideration of Lion’s Club Courthouse Lawn Lighting Project

Jim Scheffers referred committee members to the project diagram that was included in the meeting packet and explained where the lights would be installed as well as the basic mechanics of the individual fixtures. He outlined that the Lion’s Club is targeting next fall’s Pumpkin Festival as the completion date and added that this project is at no cost to the county.

Committee members agreed that this project should move forward.

REVIEW OF ONGOING COUNTY MAINTENANCE PROJECTS

Administration Building Restrooms – Liam Sullivan stated that construction to remodel the restrooms in the Administration Building has begun, which has included reconfiguration of the space that was once the old/secondary break room.

Parking Lot Improvements at COB – Sullivan outlined that the Highway Department has been assisting with the project to resolve pavement-sinking issues with the parking surface at the Community Outreach Building (COB).

OLD BUSINESS

Ellingsworth Webb mentioned that the solar panels are ready to be installed at the COB.

ADJOURNMENT

It was moved by Kathy Lampkins and seconded by Laurie Emmer to adjourn the meeting. The motion was carried, and the meeting adjourned at 7:10 p.m.
