PLANNING, ZONING & DEVELOPMENT COMMITTEE

a. Ordinance O2024-10—An Ordinance Approving a Special Use Permit Request for a 4.2- Megawatt Commercial Solar Energy System Located on the West Side of Johnson Road in Mayfield Township. (P.I.N. 05-17-100-002)

CS Clare, LLC has filed a petition for a Special Use Permit to allow for the construction and operation of a 4.2-megawatt Commercial Solar Energy System, on approximately 40.56-acres of an 80-acre property located on the west side of Johnson Road, approximately 3,600 feet north of Old State Road, in Mayfield Township.

DeKalb County Hearing Officer Dale Clark conducted a public hearing on September 5, 2024 regarding the petition. The petitioner presented evidence and testimony in support of the requested Special Use Permit, wherein five (5) members of the public asked questions concerning the project and one (1) voiced their opposition to the project. The Hearing Officer has forwarded his Findings of Fact and Recommendation, and has recommended that the petition be approved, with conditions, as shown in his Findings of Fact and Recommendation. (Petition MY-24-05)

Committee Action: The Planning, Zoning & Development Committee considered Ordinance O2024-10 on September 25th and forwarded the Resolution to the County Board with a favorable recommendation by a roll call vote, with four votes cast in the affirmative and one in opposition.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2024-103—A Resolution Approving Local Agency Intergovernmental Agreements for the provision of joint salt purchasing through DeKalb County.

This Resolution is to necessitate Intergovernmental Agreements with local agencies that desire DeKalb County to participate with the State of Illinois through the CMS solicitation for the rock salt joint purchase master contract. This will authorize executing those IGA’s received to date.

Committee Action: The Highway Committee considered Resolution R2024-103 on October 3rd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

b. Resolution R2024-104—A Resolution Approving a Supplemental Preliminary Engineering Agreement with Engineering Resource Associates of Warrenville, Illinois for the Pritchard Road Bridge Project, Section #19-17129-00-BR in the Amount of $15,250.00.

This Resolution is for supplemental engineering service necessary to modify the project design and PS&E for adjustment of the structure for revisions to the proposed easements.

Committee Action: The Highway Committee considered Resolution R2024-104 on October 3rd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

c. Resolution R2024-105—A Resolution Approving an Engineering Agreement with Engineering Firm Crawford, Murphy & Tilly of Aurora, Illinois for the Plank Road Realignment Project, Section #95-00173-00-EG in the Amount of $553,452.00.

This Resolution is for Phase 1 Engineering Services associated with the Plank Road alignment from east of North Grove/Lindgren Road to east of Lukens Road.

Committee Action: The Highway Committee considered Resolution R2024-106 on October 3rd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

HEALTH & HUMAN SERVICES COMMITTEE

a. Resolution R2024-111—A Resolution Authorizing a Five-Year Copy Machine Lease for the DCRNC through Gordon Flesch Company in the Amount of $35,369.40.

The DCRNC’s copy machine is a critical piece of equipment for the facility. The DCRNC previously had a lease to own agreement with RK Dixon, with the DCRNC gaining ownership of the copy machine in December of 2023. The previous lease agreement cost the facility $1058.52 per month. Staff has been informed that they will be unable to procure parts for their machine and the machine is no longer fully functional.

Staff has sought quotes for a new copier lease agreement. The lowest quote received that includes all of the necessary equipment was received from Gordon Flesch Company who submitted the lease-term options.

Staff is recommending the 60 Month (Five-Year) lease term option.

FACILITIES & TECHNOLOGY COMMITTEE

LAW & JUSTICE COMMITTEE

a. Resolution R2024-102—A Resolution Authorizing the Procurement of Eight (8) 2025 Ford Utility Interceptor Vehicles from Currie Motors Fleet, in the Amount of $361,256.

The DeKalb County Sheriff desires to procure eight 2025 Ford Utility Interceptor Vehicles as part of the Sheriff’s Office’s seven-year vehicle replacement cycle. The vehicles would replace seven (7) 2018 patrol squads and one (1) 2016 patrol squad. Consistent with the DeKalb County Procurement Policy, the vehicles would be procured through the State of Illinois’s Vehicle Joint Cooperative Purchasing Program. Each vehicle represents a cost of $45,157, for a total of $361,256 for the eight vehicles.

The expenditure has been budgeted for through contributions to the Asset Replacement Fund by the Sheriff’s Office. The Sheriff has the authority to authorize the procurement but seeks County Board approval to add additional transparency to the procurement process.

FINANCE & ADMINISTRATION COMMITTEE

a. Resolution R2024-107—A Resolution Authorizing the County Board Chair to Execute a Deed of Conveyance for Parcel Number 09-29-254-015, Located in Cortland, Illinois, to EK LAND, in the Amount of $3,413.00.

The County of DeKalb, as Trustee for the Taxing Districts therein, has undertaken a program to collect delinquent taxes and to perfect titles to real property in cases in which the taxes on such real property have not been paid, pursuant to 35 ILCS 200/21-90. These proposed resolution(s) are to authorize the Chairman of the Board to execute such deeds of conveyance of the County’s interest or authorize the cancellation of the appropriate Certificate(s) of Purchase, as the case may be for the following two (2) Resolution(s) to be paid to the Treasurer of DeKalb County Illinois, to be disbursed according to law.

b. Resolution R2024-108—A Resolution Authorizing the County Board Chair to Execute a Deed of Conveyance for Parcel Number 01-19-334-008, Located in Kirkland, Illinois, to James Boult, in the Amount of $8,555.00.

c. Resolution R2024-109—A Resolution Approving of the Annual Participation in the Service Program of the Office of the State's Attorney’s Appellate Prosecutor.

Resolution R2024-109 approves the DeKalb County State’s Attorney’s Office’s annual participation in the service program of the Office of the State's Attorney’s Appellate Prosecutor, commencing December 1, 2024 and ending November 30, 2025, by hereby appropriating the sum of $31,000. This program provides offer Continuing Legal Education training programs to the State's Attorneys and Assistant State's Attorneys and designates the Office of the State's Attorney’s Appellate Prosecutor as its Agent to administer the operation of the appellate offices and process said appellate court cases for this County.

d. Resolution R2024-110—A Resolution Approving the Payment of County Claims for October 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging in the Amount of $7,136,683.07.

EXECUTIVE COMMITTEE

a. Resolution R2024-112—A Resolution Approving a Letter of Support for the Comcast’s Broadband Equity Access Deployment (BEAD) Grant Application.

Comcast has announced their intention to apply for the Broadband Equity Access Deployment (BEAD) Grant. This grant through the Illinois Department of Commerce and Economic Opportunity would allow Comcast to provide broadband to unserved and underserved areas of DeKalb County. Comcast have requested the County’s endorsement of their application in the form of a letter of support.

Committee Action: The Executive Committee considered Resolution R2024-112 on October 9th and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.

b. Resolution R2024-113—A Resolution Approving a Non-Disturbance and Attornment Agreement for the DeKalb County Shopping Center with Sycamore Center DeKalb, LLC and Skechers USA Retail, LLC.

DeKalb County Government owns and leases a property located on Sycamore Road in DeKalb, Illinois. The tenant of the property (Sycamore Center DeKalb, LLC) has improved the property with a multi-tenant retail development, commonly known as the DeKalb County Shopping Center. When the tenant extends a lease agreement, the County must consent to said lease extension in the form of a Non-Disturbance and Attornment Agreement. Resolution R2024-113 approves a Non
