VII. NEW BUSINESS
A. Approve The Use Of The Downtown Parking Spaces, The Municipal Parking Lot, And The Closure Of South Emmett Street From The Alley To Route 72 By Cruisin’ To Have A Car Show On October 20th From 8 Am To 4 Pm
B. Approve Health Insurance Renewal Effective December 1, 2024 Through November 30, 2025
The City has received renewal proposals for the City’s Employee Health Insurance Program. The Program includes health, prescription drug, dental, life, and disability insurance for qualified employees. For the 2025 health insurance renewal, which is the most expensive portion of employee’s insurance package, the market trend has been an 8-15% increase. Due to demographics and risk factor changes, the City is seeing a decrease of 4.77% in cost, which represents a savings of $17,564 annually. HUB International, the City’s insurance broker estimated a 30% increase should the City switch to an alternative comparable plan given the current plan’s grandfathered in status following the Affordable Care Act. The dental, vision and life insurance premiums will experience no change. While the City’s portion of the insurance premiums are decreasing, all plan benefits to the employees will remain the same.
C. Approve A Quote From Belrock For Asphalt Restoration Services Totaling $12,500
This work is to restore areas on Reid Road and Cooper Court where watermain was replaced this past summer. Additional information is included in the packet.
D. Approve A Task Order With Engineering Enterprises Inc. (E.E.I.) For Designing The Wastewater Treatment Facility’s Sodium Bisulfite Feed System, Not To Exceed $29,980
The Illinois Environmental Protection Agency has reduced limits for chlorine in water discharged from the Wastewater Treatment Plant. To comply with this regulation, is a dichlorination system / sodium bisulfite system. Development of this project was budgeted for. Additional information is available in the packet.
E. Approve An Agreement With Invoicecloud For Modifications To The Billing Software
With implementation of the CloudPermit building permit software, InvoiceCloud needs to make modifications to allow for permits to be paid through CloudPermit. The Agreement within the packet is an add-on to a previous agreement and form approved by the City Council.
F. Approve An Ordinance Authorizing The City Of Genoa, Dekalb County, Illinois To Borrow Funds From The Public Water Supply Loan Program
At the October 2, 2024 City Council meeting, a version of this ordinance was approved pending the City Attorney’s review. Following that review, significant recommendations were made and a revised ordinance is being drafted. A final version will be provided to the City Council at the October 16th meeting if not sooner. This item was placed on the agenda because the next Council meeting is not until November and approval is time sensitive.
