DeKalb County Forest Preserve District Board met Wednesday, Sept. 18.

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium on Wednesday, September 18, 2024 at 7:45 p.m. President Webb called the meeting to order, and the Secretary called the roll. Those present were Commissioners Patrick Deutsch, Meryl Domina, Laurie Emmer, Vice-President John Frieders, Benjamin Haier, Rhonda Henke, Laura Hoffman, Savanah Ilenikhena, Kathy Lampkins, Jim Luebke, Terri Mann-Lamb, Joe Marcinkowski, Stewart Ogilvie, Jerry Osland, Michelle Pickett, Roy Plote, Chris Porterfield, Tim Bagby, Scott Campbell, Mary Cozad, and Chair Webb. Those Commissioners absent were Rukisha Crawford and Amber Quitno. A quorum was established with twenty-one Commissioners present, two absent, and one vacancy.
APPROVAL OF AGENDA
Motion
Porterfield moved to approve the agenda as presented and Ilenikhena seconded the motion. Voice Vote
President Webb called for a voice vote to approve the agenda as presented. The motion carried.
APPROVAL OF MINUTES
Motion
Cozad moved to approve the minutes of the August 21, 2024 meeting. Emmer seconded the motion.
Voice Vote
President Webb asked for a voice vote on the approval of minutes. The motion carried.

Resolution FP-R2024-012: A Resolution Placing the FY2025 Budget on File for Public Inspection
Motion
Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve to place on file in the DeKalb County Clerk's Office, on the County's Internet site, and at two other geographically diverse public offices, for public inspection, the District’s Preliminary Budget, as well as information utilized in preparation of the FY2025 Budget. Pickett seconded the motion.

Those Commissioners voting aye were Deutsch, Domina, Emmer, Vice-President Frieders, Haier, Henke, Hoffman, Ilenikhena, Lampkins, Luebke, Mann-Lamb, Marcinkowski, Ogilvie, Osland, Pickett, Plote, Porterfield, Bagby, Campbell, Cozad, and President Webb. Motion carried 21-0-2.
Resolution FP-R2024-013: A Resolution Appointing Timothy Neubert as DeKalb County Forest Preserve District’s Illinois Municipal Retirement Fund (IMRF) Authorized Agent Motion
Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve to appoint Timothy Neubert as DeKalb County Forest Preserve District’s Illinois Municipal Retirement Fund (IMRF) Authorized Agent. Luebke seconded the motion.

Resolution FP-R2024-014: A Resolution Approving the Payment of Forest Preserve Claims for September 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $852,879.31

Plote moved that the DeKalb County Forest Preserve District Commissioners hereby approve the payment of Forest Preserve claims for September 2024, and off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $852,879.31. Ogilvie seconded the motion.

President Webb called for a roll call vote on the motion to approve the District’s September 2024 Claims. Those voting aye were Commissioners Deutsch, Domina, Emmer, Vice-President Frieders, Haier, Henke, Hoffman, Ilenikhena, Lampkins, Luebke, Mann-Lamb, Marcinkowski, Ogilvie, Osland, Pickett, Plote, Porterfield, Bagby, Campbell, Cozad, and President Webb. The motion carried 21-0-2.
