COUNTY HIGHWAY COMMITTEE
a. Resolution R2025-001—A Resolution Approving Expenditure of RBI & MFT Funding for the Peace Road Bridge & Road Widening Project in the amount of $4,000,000.00.
A Resolution approving spending of Rebuild Illinois Bond Funding & Motor Fuel Tax Funds for the Peace Road Bridge & Road Widening Project. In order for the Department to spend RBI & MFT funds, the County must appropriate said funds and the State of Illinois, through IDOT, must authorize the expenditure. The RBI amount of $1,225,608.23 and MFT amount of $2,774,391.77 is fully encumbered for Section 21-00276-00-BR project.
Committee Action: The Highway Committee considered Resolution R2025-001 on January 2nd and forwarded the Resolution to the County Board with a favorable recommendation by a voice vote, with all votes cast in the affirmative.
b. Resolution R2025-002—A Resolution Awarding the Peace Road Bridge & Road Widening Project to Sjostrom & Sons, Inc., of Rockford, Illinois in the amount of $6,988,552.50.
For the bid opening on December 20, 2024, Resolution #R2025-002 awards the low bid meeting specifications out of five bidders in the amount of $6,988,552.50 to Sjostrom & Sons, Inc. of Rockford, Illinois. The estimate of cost for this project is $7,410,163.80. The proposed improvement consists of the removal of existing and replacement of bridge structure on Peace Road north of Rt 64 and roadway work including widening of pavement, and other roadway improvements to south of Freed Road.

c. Resolution R2025-003—A Resolution Approving a Supplemental Expenditure Authorization of MFT for Section 13-00066-01-RS Project in the amount of $2,986.31.
A Resolution to approve a supplemental authorization is required when an MFT expenditure is more than the original Resolution before Section 13-00066-01-RS Chicago Road resurfacing project from Rt 23 to Shabbona Road can be closed out. Previously R2021-24 was approved for $87,258.00, the project’s MFT expenditure total is $90,244.31, therefore an additional $2,986.31 is necessary to request to finalize the project.

HEALTH & HUMAN SERVICES COMMITTEE
a. Resolution R2025-004—A Resolution Authorizing the Administrator of the DeKalb County Rehab and Nursing Center to Execute the Provider Agreement with Aetna Network Services LLC on behalf of the DCRNC.
As a means to grow the census of the DCRNC, Jordan Healthcare Group has recommended that the DCRNC enter into provider agreements with Insurance Providers. During the month of December 2024, the DCRNC was reimbursed an average of $655.57 per day per Medicare A resident and $403.75 per day per Medicaid resident. The revised Jordan Healthcare Group Business Plan for the DCRNC projects an average daily census of 2.5 Medicare A Replacement Residents.
In June of 2024, the County Board authorized the DCRNC to enter into an Operating-Participation Agreement with Illinois Aging Services Network (ILASN). ILASN acts on behalf of their network members to negotiate Medicare A Replacement Insurance contracts. In November of 2024, a number of insurance contacts from ILASN were brought forward for consideration, including a Provider Agreement with Aetna Network Services, LLC. Due to the unfavorable reimbursement rates within the Aetna contract through ILASN, the Health & Human Services Committee voted down the contract and directed staff to negotiate an individual facility contract with Aetna Network Services, LLC.
Resolution R2025-004 authorizes the DCRNC Administrator to execute an individual facility Provider Agreement with Aetna Network Services LLC. This agreement would allow the DCRNC to provide care services under Aetna’s commercial and Medicare Advantage programs. The reimbursement rates under this agreement and the ILASN agreement are as follows:

EXECUTIVE COMMITTEE
a. Ordinance O2025-01—An Ordinance Amending Chapter 2, “County Board Rules,” Section 2-19, “Standing Committees Enumerated”.
On November 21, 2024, the Ad Hoc Nominating Committee met to formulate a recommendation for assignments to County Board Committees. Based on the Nominating Committee’s recommendation, a meeting of the Ad Hoc Rules Committee was called to review Chapter 2, Section 2-19 of the County Code. The Rules Committee has recommended that the Code be amended to modify the number of members per committee.
Committee Action: The Executive Committee considered Ordinance O2025-01 on January 15th and forwarded the Ordinance to the County Board with a favorable recommendation by voice vote, with all votes cast in the affirmative.
b. Resolution R2025-005—A Resolution Authorizing the Interim County Administrator to Execute the Interlocal Agreement Between the City of DeKalb and County of DeKalb for the Justice Assistance Grant (JAG) Program Award.
Resolutions R2025-005 authorizes the execution of the Intergovernmental Agreement between the City of DeKalb and the County for the Justice Assistance Grant (JAG) Program Award. The Agreement would allow the County to retain the City’s share of the awarded grant funds ($13,436.20). Under this agreement, the sum total of the County and City’s portions of the awarded grant funds ($26,853) will be utilized to procure portable scales and in-squad full sheet printers for the DeKalb County Sheriff’s Office.
Committee Action: The Executive Committee considered Resolution R2025-005 on January 15th and forwarded the Resolution to the County Board with a favorable recommendation by voice vote, with all votes cast in the affirmative.
c. Resolution R2025-006—A Resolution Selecting the DeKalb County Convention and Visitor’s Bureau as DeKalb County’s Agency of Record for Tourism Promotions for the Illinois Office of Tourism FY2025.
On an annual basis, the County Board selects an Agency of Record for Tourism Promotions for the Illinois Office of Tourism Promotions. The County has a long-standing relationship with the DeKalb County Convention and Visitor’s Bureau, with the County Board having selected them as the Agency of Record for many years. In the FY2025 Budget, the County Board has allocated $15,000 to the DCCVB for the purpose of creating and distributing materials to promote tourism and encourage further retail, commercial, and business success within DeKalb County.

d. Resolution R2025-007—A Resolution Approving the Payment of County Claims for December 2024, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $7,073,398.47.
Due to there not being a Finance & Administration Committee Meeting Scheduled for January, The Resolution approving the payment of claims for the months of December 2024 and January 2025 are being brought forward to the Executive Committee for consideration.
Committee Action: The Executive Committee considered Resolution R2025-007 on January 15th and forwarded the Resolution to the County Board with a favorable recommendation by voice vote, with all votes cast in the affirmative.
e. Resolution R2025-008—A Resolution Approving the Payment of County Claims for January 2025, and Off-Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the Amount of $9,249,061.15.
